- Introduction: The Japan District of the U.S. Army Corps of Engineers has been tasked to perform market research and solicit the interest of prospective offeror(s) for a forthcoming Design-Bid-Build (DBB) requirement entitled, "FY15 PNPA00022 Replace/Renovate EJ King High School, Commander Fleet Activities, Sasebo, Japan". This announcement constitutes a SOURCES SOUGHT NOTICE and will ONLY be used for preliminary planning purposes. The intent of this notice is to gauge interest, capabilities and experience of members of the Construction Community to identify sources capable of performing the required work and assist in the Government's acquisition planning. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. The Government will not pay for any information provided in response to this notice. This market survey is intended for local sources only. Local sources are those sources physically located and licensed to conduct business in Japan. Firms interested and capable of performing this work are highly encouraged to submit a response (submission requirements are located within this notice). Project Information Project Title: FY15 PNPA00022 Replace/Renovate EJ King High School Project Location: Commander Fleet Activities, Sasebo, Japan Project NAICS: 236220, Commercial and Institutional Building Construction Project Magnitude: Between ¥2,500,000,000 and ¥10,000,000,000 Japanese YEN Project Description: Construct a multi-story high school building addition and renovations composed of concrete footings, grade beams, and pile foundations, concrete slab, concrete and structural steel frame, and concrete exterior walls. Interior construction will consist of gypsum board, operable/movable partition walls, or reinforced concrete walls. Interior spaces include neighborhoods, learning studios, learning hubs, group learning/one-to-one teaching spaces, staff collaboration areas and instructional storage, career technical education labs, computing center, science labs, art room, music suite, OT/PT, JROTC area, a commons area, information center, a physical education area with gymnasium, food service, administrative offices, guidance counseling center, a special education office, health services area, maintenance support, central storage area, technology service center, and other required areas for a fully functioning high school. The project includes site improvements such as bridges connecting the new building with existing Building 1665, signage, paving, landscaping, covered walkways, exterior lighting, and utilities. Cafeteria, food service and information center areas were sized for the future High School population. The project includes related infrastructure such as water, sewer, electrical, staff and visitor parking areas, mechanical rooms, and an emergency access lane. The project will require demolition of building 1530 for a total of 13,514 SF. The renovations of existing Buildings 1618 and 1665 and the demolition of Building 1530 will require abatement of known hazardous materials prior to disturbance. Sustainable principles will be maximized in the design, development and construction of the project in accordance with Executive Order 13123 and other applicable laws and executive orders. Energy conservation and environmentally safe measures will be incorporated in this project wherever feasible, practical or required by regulation. Energy and natural resource conservation measures will be maximized in the design to the extent possible. In accordance with Leadership in Energy and Environmental Design (LEED) for Schools, Silver certifiable is required. Facilities will be designed in accordance with DoDEA Education Facilities Specifications, Americans with Disabilities Act (ADA) Accessibility Guidelines/Architectural Barriers Act (ABA), National Fire Protection Association (NFPA) Life Safety Code, Japanese Environmental Laws and Regulations, Standards of Seismic Safety for Federally Owned Buildings, and energy and water conservation standards. Procurement method: The Japan District of the U.S. Army Corps of Engineers anticipates the release of an Invitation for Bid (IFB) for this project. Any solicitations pursued will be intended for local sources only.
