Description
This is a synopsis for commercial services for Packing, Containerization and Local Drayage of Direct Procurement Method (DPM) Personal Property Shipments with the 27th Special Operations Logistics Readiness Squadron at Cannon Air Force Base, New Mexico prepared IAW the format in FAR Subpart 5.207, as supplemented with additional information included in this notice. The Government reserves the right to cancel the requirement before or after closing. All pricing shall be good for 120 days after proposal close date. The proposed solicitation is a Request for Proposal (RFP) No.: FA4855-19-R-0001. The North American Industry Classification System (NAICS) code for this acquisition is 488991 - Packing and Crating, with a Small Business Size Standard of $27.5M. This acquisition is a 100% Full and Open Competition. The solicitation is anticipated to be posted on or about 10 July 2018. Potential offerors are responsible for monitoring this site for the release of the solicitation package. DESCRIPTION: Non-Personal Service: The contractor will furnish all personnel, equipment, facilities, supplies, services and materials, except as specified herein as Government-furnished, for the preparation of personal property of Department of Defense personnel for shipment and/or storage and related services through the Direct Procurement Method (DPM). Work to be performed will be those services in the Schedules awarded to the contractor as outlined in individual Contract Line Item Numbers (CLIN). The requirements of the Performance Work Statement (PWS) apply to DPM shipments only. Tasks/Types of moves are: Premove Survey; Weighing; Time Requirements; Preparation, Packing, Loading and Containerization; Tagging, Inventorying, and Packing List; Appliance Servicing and Unservicing; Containers and Vehicles; Marking Exterior Shipping Containers; Storage; Facilities; Cargo Insurance; DPM Delivery, Unloading and Unpacking; and Claims. Area of Responsibility (AOR) The primary areas of performance where the majority of the services shall be performed will be in NM Counties: Zone 20: Area 1: Curry, De Baca, Guadalupe, Quay, and Roosevelt. Zone 21: Area 2: TX Counties: Amarillo, Armstrong, Bailey, Carson, Dallam, Deaf Smith, Hansford, Hartley, Hutchinson, Moore, Oldham, Parmer, Potter, Randall, Sherman, and Cimarron. Zone 22: Area 3: TX Counties: Briscoe, Castro, Cochran, Cottle, Crosby, Dickens, Floyd, Hale, Hockley, King, Lamb, Lubbock, Motley, and Swisher. PERIOD OF PERFORMANCE: Anticipated to be 01 January 2019 through 31 December 2019 with four (4) additional one-year option periods. ADDITIONAL NOTES: In order to be awarded a contract by this office an offeror must be registered in the System for Award Management (SAM). Registration is free and can be made online at www.sam.gov. Note that you must have a Data Universal Numbering System (DUNS) Number before you can register. Failure to be SAM registered at time of award may delay the award and depending on the need of the government may be cause to award to the next qualified best value offeror already registered. However, do not delay submitting your proposal pending confirmation of registration. Include your DUNS number and CAGE code along with your proposal as proof of active registration. Ensure your company's Representations and Certifications are current and up to date for this acquisition. ISSUE DATE: The solicitation is anticipated to be issued on or about Tuesday, 10 July 2018. CLOSING DATE: The solicitation is anticipated to be closed on Friday, 10 August 2018 at 1400 hours (2:00 p.m.) Mountain Standard Time.
