Synopsis Document 18B5004 Solicitation Number: W912JB-18-B-5004 Restrictions: 100% Small Business Title: This contract vehicle is for the following: VGLZ 162028 - Renovate Bldg. 168; Wellness Center Location: Selfridge Air National Guard Base, MI 48045 (Macomb County) The contractor shall provide the interior renovation of Building 168 to accommodate the Student Flight, Chaplains, SARC, Director of Physiological Health, and Family Readiness Functions. The interior renovations will include two restrooms, the addition of sound attenuation to the Chaplain/SARC areas; the reconfiguration of an area to create SARC area with office / counseling rooms, a space for a Student Flight classroom; the demolition of an existing stage area to accommodate a more efficient use of space for a computer area; Family Readiness storage, office, kitchen, com closet/room, and a janitor's closet; and the removal of a wall in the former congregational area to re-purpose the entire area as an Airman's lounge. Contractor is responsible for all remaining work effort in order to provide an acceptable final product that meets the requirements of this Statement of Work (SOW), drawings and specification. All work performed under this SOW shall be conducted in accordance with all applicable state and federal laws, regulations, and codes, ANG policies and regulations, Specifications, and the SOW. The projects magnitude is between $500,000.00 and $1,000,000.00. This requirement will be 100% set-aside for Small Business concerns. For Small Business information please see http://www.sba.gov/. The following NAICS code 236220 will apply with the Small Business Size Standard of $36.5 Million. This project will be awarded as a firm-fixed price contract. The successful contractor will be chosen via Invitation for Bid procedures that result in the best value to the Government considering price and price related factors. All information required for submission of an offer will be identified in the solicitation. Solicitation W912JB-18-B-5004 information will be advertised electronically on or about 15 July 2018 at https://www.fbo.gov/. All responsible sources may submit a proposal which shall be considered by the agency. Award will be made to the responsible bidder whose bid conforms to the invitation for bids and is most advantageous to the Government considering only price and price related factors. This synopsis of proposed contract action is for planning purposes only and does not commit the Government to pay for any information, issue a solicitation, or award a contract. The synopsis is not to be construed as a commitment by the Government. Any costs incurred as a result of a response to this announcement shall be borne by the firm and will not be charged to the Government for reimbursement. Paper copies will not be available. A written notarized letter must be completed and mailed in hard copy identifying each new registrant's authorized entity administrator before GSA will approve the registration. This may be impactful to the contracting enterprise if an apparent successful offeror has not already completed their SAM registration. Contracting Officers should encourage all offerors not currently in SAM to begin registration early to mitigate the delays this extra step will cause. "This effort is a high priority requirement in support of the National Guard. Funds are not presently available to make award. If funds become available for award, and prices are deemed fair and reasonable, it is the Government's intent to make award. This is not a commitment of funds or contract award."
