Description
Draft Statement of Work This Sources Sought is issued solely for market research, informational and planning purposes only. THIS IS NOT A SOLICITATION FOR PROPOSALS/QUOTES AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS, THEREFORE NO PROPOSALS ARE REQUIRED AT THIS TIME. The Bureau of Engraving and Printing (BEP) is conducting market research and desires input from industry to assist in requirements planning. The information requested by this synopsis will be used within BEP to facilitate the decision making process and will not be disclosed outside of the agency. BEP is seeking a small business set-aside basis; two (2) or more qualified small businesses to respond to these sources sought synopsis with information sufficient to support a set aside. We encourage all small businesses, in all socioeconomic categories including, 8(a) Business Development Program, Small Disadvantaged Business, Historically Underutilized Business Zone, Service Disabled Veteran-Owned, Women-Owned Small Business concerns, to identify their capabilities in meeting the requirement to provide transit products, specifically SmartBenefits, for its employees to use on the Washington Metropolitan Area Transit Authority's (WMATA) Metrorail and Metro bus transit system as well as other authorized transportation providers within the Washington Metropolitan Area. Under this requirement, the Contractor shall provide all personnel, equipment, supplies, facilities, tools, materials, supervision, and any other items and non-personal services necessary to provide Smart Trip benefits to BEP DCF employees. PLEASE REFER TO THE ATTACHED DRAFT STATEMENT OF WORK (SOW) FOR SPECIFICS REGARDING THIS REQUIREMENT. The North American Industry Classification System code for this procurement is 485111 Mixed Mode Transit Systems, which has a small business size standard of $15.0 Size Standard in Millions of Dollars. This notice is issued solely for market research, informational and planning purposes only and does not constitute an Invitation for Bids, Request for Proposals or Request for Quotations. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract, nor do they affect a potential offeror's ability to respond to any future synopsis/solicitation, which may or may not follow or restrict the U.S. Government's eventual acquisition approach. Additionally, the U.S. Government will not provide reimbursement for any information that may be submitted in response to this notice. Respondents are solely responsible for all expenses associated with responding to this notice. NO CAPABILITY STATEMENTS WILL BE SUBMITTED AFTER 06 JULY 2018. AT THIS TIME NO SOLICITATION EXISTS. (DO NOT REQUEST A COPY OF THE SOLICITATION). IF A SOLICITATION IS ISSUED FOR THIS REQUIREMENT, A FUTURE NOTICE WILL BE POSTED WHEN THE SOLICITATION IS RELEASED. This notice does not obligate the Government to award a contract or otherwise pay for the information provided through responses. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s.)
