Description

The National Cemetery Administration is soliciting offers under solicitation number 36C78618R0433. This acquisition is 100% set aside for Service-Disabled Veteran-Owned Small Businesses. The NAICS Code is 561730 Landscaping Services, Size Standard is $7.5 Million. The Contractor shall furnish all labor, materials, equipment, and supplies necessary to provide landscape construction work described in the Plans and Specifications at Miramar National Cemetery (MNC), located in San Diego, California. Construct in accordance with the VA Construction requirements, Federal, California and Local Codes requirements. Work includes, but not limited to: weed removal, soil preparation, fine grading, tree and shrub planting, compost blankets, compost socks, seeding, mulching; overhead irrigation with spray heads, remote control valves, decoders, grounding, and other work as indicated. Offerors must possess a valid Landscape Contractors License and a copy shall be submitted to the Contracting Officer with the proposal. The period of performance shall be one hundred twenty (120) calendar days from date of issuance of Notice to Proceed (NTP). Performance shall be in accordance with the requirements, conditions, terms and representations contained in the solicitation. Location: Miramar National Cemetery 5795 Nobel Drive San Diego, CA 92122 Per VAAR 836.204, Project Magnitude: Between $100,000 and $250,000.00 There will be a site investigation; all prospective offerors are encouraged to attend. Details of the site investigation will be included in the solicitation package. Prospective offerors must be registered with the System for Award Management (SAM) website and complete representations and certifications at https://www.sam.gov. This acquisition is 100% set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). Only verified SDVOSB firms are eligible to submit an offer or receive an award of a VA contract that is set aside for SDVOSB in accordance with VAAR Part 819. A non-verified vendor that submits a bid or proposal will be rejected as non-responsive. To be eligible for award, the SDVOSB must be considered small under the relevant NAICS Code and must be registered and verified at https://www.vip.vetbiz.gov. Companies must have the Center for Verification and Evaluation (CVE) seal on their registration to be considered for an award; the VIP database will be checked both upon receipt of an offer and prior to award. This Presolicitation Notice is used for the publication of notice for a proposed acquisition. The Contract Specialist will not be able to answer any questions to this notice until a solicitation is issued. Once the solicitation is issued, interested parties must submit questions in accordance with the instructions listed in the solicitation. Questions will be answered through an amendment to the solicitation. The electronic solicitation will be available for download from http://www.fbo.gov on or about July 11, 2018. No paper copies will be issued. Offerors are responsible for obtaining any and all amendments or additional information at http://www.fbo.gov. Proposals are due 30 days after date of publication of the solicitation, August 10, 2018. This is not an Invitation for Bid (IFB). There will not be a public bid opening. All offers must be submitted through the Department of Veterans Affairs Electronic Management System (eCMS) Vendor Portal website to be considered. Submission of offers by email will not be accepted. Transmission/uploads must be completed by the date/time specified. Late or incomplete offers will not be considered. Once on the webpage, proceed to the Vendor Portal Login section located on the far left side of the webpage and click on Request a user account to register.
