NO AWARD WILL BE MADE UNDER THIS SOLICITATION UNTIL FUNDS ARE AVAILABLE. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS PRE-SOLICITATION, EITHER BEFORE OR AFTER THE CLOSING DATE. IN THE EVENT THE GOVERNMENT CANCELS THIS PRE-SOLICITATION, THE GOVERNMENT HAS NO OBLIGATION TO REIMBURSE AN OFFEROR FOR ANY COSTS. This is a solicitation for the Repair Various Building Systems, Building 861, Scott AFB, Illinois. The Acquistion is being solicited in accordance with FAR 19 for small business concerns. The resulting contract will be a Firm-Fixed-Price award. The North American Industrial Classification System (NAICS) Code 236220. The small business size standard for the subject NAICS is $36,500,000. Building 861 is a 42,529-square-foot (SF) facility that was built in 1941. The purpose of this requirement is to repair/replace facility's aged/degraded HVAC system/components to sustain facility's operational missions and reduce energy consumption. Repair/replace various electrical components such as interior lighting, exterior exit lighting and interior electrical wiring associated with HVAC and interior wall repairs. Repair/replace various plumbing components to include degraded interior water (hot and cold) and sanitary waste piping, fixtures and water heater. Repair/replace roofing components such as downspouts and gutters. Repair/replace various interior construction such as walls, ceilings (tiles, grids, etc.), trusses and framing and window seals/sills as needed. Address existing fire protection deficiencies and abate asbestos, lead base paint and mold as needed. The magnitude of construction is between $5,000,000 and $10,000,000. This solicitation and any amendments are paperless and will be available on the internet only. A solicitation mailing list will not be maintained for this procurement as all solicitation documents will be available electronically and it is the responsibility of the offeror to monitor this site for the release of information and to register for notifications to this procurement via this website. All contractors must have a valid DUNS number and be registered in System for Award Management (SAM) in order to be considered for award of a contract with any DOD agency. Contractors may access the Internet site at: https://www.sam.gov/portal/SAM/ to register and/or obtain information about SAM. The government reserves the right to cancel this solicitation prior to or after the closing date. A site visit will be conducted at Scott AFB on 12 July 2018 at 1:00 PM CDT (location will be provided), for the purpose of briefing prospective offerors on solicitation requirements, and processes, and conducting a site visit of the construction site. The proposal due date and time and submission requirements are contained within the solicitation.
