Description
Draft PWS Request for Information on base Internet Services SUBJECT: Request for Information - Base Internet 1. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposals (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Furthermore, the Government is not at this time seeking quotations and will not accept unsolicited offers. Interested vendors are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website: https://www.fbo.gov. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. FAR 52.215-3 Request for Information of Solicitation for Planning Purposes (Oct 1997) (a) The Government does not intend to award a contract on the basis of this RFI. (b) Although "proposal" and "offeror" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for the purpose of market research. 2. The 7th Contracting Squadron (7 CONS) is conducting market research to identify potential contractors that may possess the expertise, capabilities, and experience to provide internet services to Dyess AFB at Dyess AFB. The NAICS code for this effort is 517311 "Wired Telecommunications Carriers". Please see draft Performance Work Statement (PWS) which includes further details and expected workload. 3. The information that is gathered from this RFI will be used to form a formal RFQ at a later time. Responders should answer all the following questions in as much detail as possible: a. Do you have any suggestions or questions regarding the attached draft PWS? b. What is the estimated time it would take to install the necessary infrastructure? c. If possible, please provide an estimate for these services with a base year and four option years based on the scope of the attached current franchise agreement. d. If you are not able to provide an estimate, what information would you need in order to propose to meet the objectives of this service? e. Do you currently provide similar services to other DoD installations? If so, please provide contract numbers. f. Are you local to the Abilene area? g. How much affect will installation have on pricing? h. Would you be able to lease the already in place infrastructure from the incumbent contractor? i. Are there any other industry standards or technological trends the Government should be aware of regarding commercial internet? j. Once infrastructure is installed/leased, what do you anticipate the monthly rate/line would be? 4. The aforementioned information along with interest and capability statements are requested to be provided no later than 09 July 2018 via e-mail to SrA JonNeisha McNabb at jonneisha.mcnabb@us.af.mil and Mrs. Erika Thornton at erika.thornton.3@us.af.mil. Any questions must be submitted in writing via e-mail to the aforementioned personnel. 5. The information that is received from this RFI will be used to make the best decision on how to proceed with this acquisition. All information will be kept within the 7th Contracting Squadron, and will not be shared with any other potential offerors.
