- DRAFT STATEMENT OF WORK 2.0 General: Contractor shall provide complete removal of miscellaneous trash and refuse from the Eastern Kansas Health Care System campus at DDE VA Medical Center in Leavenworth, KS. No hazardous medical waste removal will be required. 2.1 a. All container dumps at DDE VA Medical Center in Leavenworth shall be accomplished during regular VA working hours, i.e., 8:00 a.m. to 4:30 p.m., excluding Federal holidays. The 30 cu. Yd. compactor shall be removed no earlier than 9:00 a.m. and returned no later than 1:00 p.m. b. The pick-up schedule will be closely followed to prevent inconsistent and unnecessary call-ins. Additional charges will not be imposed for call-ins resulting from inconsistent dumping which are not in accordance with contract requirements. Additional charges will not be incurred for additional pick-ups unless the Contracting Officer s Representative (COR) requests these services. 2.2 a. All containers shall be contractor-owned. b. The contractor shall dispose of the miscellaneous trash in such a manner that will not create conditions detrimental to public health or to constitute a public nuisance. They shall have lids affixed to prevent trash from blowing about the complex and onto neighboring lawns and all containers shall be in operable condition. c. The contractor shall assume full responsibility for compliance with all Federal, State, City, and County laws, rules and regulations governing removal of waste materials. 2.3 a. Contractor shall steam clean and disinfect the trash compacter/dumpster located behind Bldg. 89 with a VA-approved germicide. This equipment shall be cleaned and disinfected at the contractor s facility on a weekly basis. Contractor shall provide all transportation of the trash compactor/dumpster, so the contractor must have proper equipment to dump and transport this equipment (McClain Octamag 314). b. Containers listed for Blds. 122, 89, and 160 shall be cleaned and sanitized once per week with a VA-approved germicide. (See schedule). All other containers shall be cleaned and sanitized biweekly (unless otherwise noted) with a VA approved germicide. The COR at each facility shall be provided with the proposed cleaning schedule, for their facility, within 10 days after award of a contract as a result of this solicitation. The containers shall be kept neat in appearance, repaired and painted when warranted (i.e. appearance of rust spots, stains, excessively chipped areas, etc.). c. In addition to the regularly scheduled dumps, Special Container and/or Extra Container Dumps may be requested by the VA. These dumps may be requested on any day at any hour, and the response time by the contractor shall be within 16 hours. Special Container Dumps are defined as additional containers being dumped on other than a scheduled service date. Extra Container Dumps are defined as additional containers being dumped on the same date as a scheduled service date. Bid prices for Special and Extra Container Dumps must be listed separately, and must not be calculated into the bid amounts for the regular service bid items. d. The contractor shall furnish the necessary metal containers of approximate size and configuration. If required, larger containers shall be furnished by the contractor if requested by the Contracting Officer of the Administrative Officer (ACO). The containers shall be of such a design that material can be dumped into them with the containers on or off the docks. These containers shall have a maximum door size of 30 x 30, a minimum door size of 20 x 20, with a maximum height of 32 from the bottom of the door above the floor of the dock. The Environmental Care Manager or designee will indicate the specific location in each area. The VA reserves the right to relocate the containers when deemed necessary. e. Container dumps will be spot checked and verified by the Chief Environmental Management Service or his or her designee. f. Residual trash resulting from container dumps shall be removed by the contractor and the area left broom clean. g. All empty containers shall be clean and sanitary when placed into service. h. All containers shall be in place and ready for use by 10:00am, October 1, 2018. i. Contractor shall comply with all State and Local requirements.
