Description
REQUEST FOR INFORMATION (RFI) Fort Drum Installation Solid Waste (non-recyclable) 1.0 Description 1.1 The Fort Drum, Department of Public Works, manages the refuse and recycle department in support of the Installation Solid Waste Management Plan. Fort Drum seeks information for a service to efficiently dispose of our solid waste, while minimizing contamination rates of any waste disposed. The following are the Fort Drum's capacity and capability information: • Locations: o Fort Drum Main Post o Fort Drum Airfield o Fort Drum Training Area • Volume: o Approx 3,300 tons annually o 276 tons monthly average • Approx 250 dumpsters or containers o 8 cubic card dumpsters o 30 cubic yard roll off containers o 35 cubic yard compactor containers 1.2 Request for Information (RFI) Only. This RFI is issued solely for information and planning purposes - it does not constitute as a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Government is not at this time seeking proposals and will not accept unsolicited proposals. The RFI responders are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website: https://www.fbo.gov. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. 2.0 Background The Fort Drum DPW solid waste operational model consisted of DPW staff collecting material from dumpsters and transporting to a centralized point to screen solid waste for contaminants, and compact the remaining waste in a 35 cubic yard container. The container would then be transported by an independent service provider to a landfill. In May of 2018, our service provider closed their business without notice. The closure of our service provider has generated an interest in examining our current model and exploring new options that may result in a better overall value to our installation. 3.0 Responses Interested parties are requested to respond to this RFI with a capability statement. 3.1 Capability Statement. The capability statement should be in Microsoft Word for Office 2013 compatible format. The capability statement response is limited to 5 single-sided pages and submitted via e-mail only to the Government Point of Contact (POC): Victoria Schermerhorn, Contract Specialist, victoria.e.schermerhorn.civ@mail.mil. The capability statement should address the following: 1. Description of the capability 2. Ability to manage volume of waste anticipated 3. Ability to meet contaminated load goals Proprietary information, if any, should be kept to minimum and MUST BE CLEARLY MARKED. To aid the Government, segregate proprietary information. Please be advised that all submissions become Government property and will not be returned. The DPW office will assist in reviewing all submissions. All contractors and government employees with access to submitted materials will sign a non-disclosure agreement (NDA), which will require them to protect the distribution of all proprietary information. 3.2 Company Information. The capability statement should provide the following information: 1. Company Information. Name, mailing address, CAGE Code, overnight delivery address (if different from mailing address), phone number, and e-mail of designated point of contact. 2. Government Contractual Vehicle Information. Identify any Government contract vehicles that that are available to procure the recommend product and services. Responders are asked to provide a recommended contracting strategy. 3. Proprietary Information. Identify and handle of responder's company proprietary information should include copies of NDAs the Government is required to sign. 4.0 Meetings and Discussions The Government representatives may or may not choose to meet with potential RFI service providers. Such meetings and discussions would only be intended to get further clarification of potential capability, especially any development and certification risks, and should not be considered a promise of any future award. 5.0 Questions Questions about the capability statement and this RFI should be submitted in writing by e-mail to the POC, Victoria Schermerhorn, Contract Specialist, victoria.e.schermerhorn.civ@mail.mil. 6.0 Summary This RFI is only intended for the Government to identify sources that can provide Fort Drum an affordable means to manage its solid waste, while meeting contamination rates. The information provided in this RFI is subject to change and is not binding to the Government. The Government has not made a commitment to procure any of the RFI requirements discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
