Description
The Veterans Health Administration (VHA), Office of Research and Development (R&D), Service Area Office East in Pittsburgh, PA intends to negotiate on a sole source basis with BioPac Systems Incorporated, of Goleta, Georgia. The requirement is for the contractor to provide and ship the equipment (listed below) to the James J. Peters VA Medical Center in Bronx, New York. The requirement is for 1 MRI-Safe Physiological Monitoring System for use in the 3T MRI Scanner in suite GD-200 of the James J. Peters VA Medical Center in Bronx, NY. It is needed to record physiological responses during MRI research scans. The equipment is urgently needed to conduct VA Merit grant-funded clinical research. To our knowledge, there is no other vendor that sells this MRI-safe equipment, other than BioPac. BioPac s equipment is MRI safe, state-of-the-art, and is used at our academic affiliate, Icahn School of Medicine at Mount Sinai. Monitors of Physiological Activity: Respiration, Heart Rate, Skin Conductance, and Startle Blink: An MRI-safe pulse oximeter + SpO2 sensor is need to monitor respiration, and an MRI-safe electrocardiogram is needed to measure heart rate. MRI-safe electromyography and electrodermal activity monitors are needed to measure start blink and skin conductance. BioPac is the only vendor that supplies such MRI-safe equipment as well as their associated amplifiers, transducers, electrodes, gels, and cables. Stimulator Module: An MRI-safe system is needed to administer a startle stimulus to participants during the MRI scan. MRI Triggering System: An MRI-safe system is needed to assure that MRI data acquisition only begins after detection of physiological activity. Software for data acquisition and analysis: This software will not collect any protected health information. It will contain data about research participants unidentifiable physiological activity, without names, DOB, SSN, etc. It will not be connected to CPRS or the MRI s data acquisition and analysis software. The sole source is pursuant to FAR 13.106-1(b), Soliciting from a single source (1), for purchases not exceeding the simplified acquisition threshold. This notice of intent is not a request for competitive proposals. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement and supporting documentation to the Contracting Officer no later than Friday, June 29, 2018, (12:00 PM, EST). Interest/capability statements may be sent by email to Mr. Robin Simmons at robin.simmons@va.gov. No telephone responses will be accepted. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
