Description
One Source/Brand Name 1. Intended use of the supply of service. The intended use of the laboratory test equipment is to measure the engineering properties of soils in support of project designs and record testing of materials for as-built construction projects. In addition, the laboratory test equipment will provide the technical capability needed by the District to document all as-constructed geotechnical and materials aspects of major, complex, and uniquely engineered projects constructed by USACE. These recently updated technical documentation requirements are published in Engineer Regulation ER 1110-1-1901, Project Geotechnical and Concrete Materials Completion Report for Major USACE Projects, dated 28 February 2017. 2. The critical or unique characteristics of the supply or service which are mandatory for the intended use. Trautwein Soil Testing Equipment has been procured for all of the Corps Geotechnical and Materials Testing Laboratories across the Country. HQ USACE Chief Geologist and Materials Testing sub-CoP lead (Redacted) has been diligently taking charge of the initiative to standardize laboratory test equipment across the Corps. Standardization of laboratory test equipment enables the Corps to effectively cross-train engineers on the same equipment types and efficiently resource level qualified staff on TDY between regional laboratories during periods of heavy workloads. 3. Reason why only the selected "one source" or "brand name" can furnish the requirements to the exclusion of all other sources. The laboratory equipment must be compatible with existing modular equipment. The hardware components (sensors, sensor brackets, adapters, etc.) must be interchangeable. Software for the requested equipment must work on the existing equipment and vice versa. The control components, (Network, ADIO, and Servo modules) must all be switchable. Output data must be in the same format as the existing equipment. 4. Is this a follow-on or upgrade to a previous purchase? If yes, provide the purchase order number. Yes, W912PL-17-P-0010, 5. Describe efforts made to determine if other sources capable of satisfying the government's requirements exist: Trautwein Soil Testing Equipment is the only vendor that can guarantee compatibility with our existing test equipment and facilitate the modular expansion of Districts laboratory testing capabilities. The unique hardware and software systems manufactured by Trautwein are not compatible with any other test equipment suppliers on the market. 6.
