- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR), subpart 12.6, as supplemented with the following: Attachment 1) SF 1449 (used for an appropriate CLIN structure for the offeror to price) Attachment 2) Performance Work Statement (PWS) and its attachments Attachment 3) Wage Determination 2015-5457 Attachment 4) Estimated Usage Document - this is to detail when certain items will be needed and for how long. All of these supplemental documents are included with this document. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This is a Request for Quotation (RFQ), solicitation number FA4855-18-R-0029. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-98 and Defense Change Notice 2018052506. (iv) This acquisition is set-aside 100% for Small Business. The NAICS code is 562991 and the Small Business Size Standard for this NAICS code is $7,500,000. (v) The specifications, details, and requirements of the service to be provided are available within the PWS and the Estimated Usage document. The Estimated Usage document details the exact dates and amounts of latrines that will need to be furnished and serviced for certain occassions in an attempt to clarify any confusion concerning the CLIN layout. The SF 1449 offers a CLIN-by-CLIN breakdown of what is required and shall be returned back to the Government with prices included for each CLIN. (vi) Any questions or concerns regarding what is being requested in the PWS, SF 1449, or Estimated Usage documents can be directed towards Ms. Dawn Armant at dawn.armant@us.af.mil and Ms. Yolanda Romero at yolanda.romero.1@us.af.mil, and the answers to said queries will be made publicly available. All questions must be submitted by 19 June 2018, 1400 hrs, Mountain Standard Time. (vii) The terms of delivery (Period of Performance and Delivery location) are available within the SF 1449. (viii) Quotes must be signed, dated and submitted by 26 June 2018, 1400hrs, Mountain Standard Time. Quotes shall be electronically submitted via email and received by both of the following points of contact (POC). It is the offeror's responsibility to confirm receipt of timely quotes. The Government reserves the right to consider late quotes. The Government accepts no responsibility if quotes are not considered due to email rejections or emails not going through to the POCs. Failure to email both POC's as well as the Contracting Officer may result in an unsuccessful offer.
