- NOTICE OF INTENT TO AWARD SOLE SOURCE The US Army Corps of Engineers New York District intends to award a sole source service contract to D3 LED Inc. as a result of having previously installed and services equipment under previous contract. Therefore, all current warranties maybe deem null and void if another contractor is selected to perform work on existing installed video equipment. This contract will be made under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized by FAR 13.501. The general requirement: Scheduled maintenance (periodic inspections) as well as unscheduled emergency service calls for (1) Video Screen. Routine Service Calls include maintenance & repair services that are of a non-emergency nature; the issue or issues giving rise to the requested service do not pose an immediate threat to the safety, health, or security of personnel, Facilities, or property. Conversely, those issues giving rise to an Emergency Service Call do pose an immediate threat to the safety, health, or security of personnel, Facilities, or property. Examples of Routine and Emergency Service Calls are provided in Sections II and III below. This contract will be awarded to cover one (1) base year and three (3) full option years. When bidding on this contract, the contractor should take into consideration the difference between a Routine Service Call and an Emergency Service Call, particularly the time and effort required to complete each one. Emergency Maintenance & Repair Services shall be provided 7 days per week, 24 hours per day in accordance with response times in Section. All responsible sources may submit a response, which, if timely received, will be considered by the agency. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. It is a market research tool being used to determine the availability of other qualified sources that can meet the requirements identified above. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice of intent. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide the services listed above. Deadline date for the submittals is 11 July 2018 at 4 pm Eastern Standard Time. A determination by the government not to compete this requirement based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Please see attached documents for details.
