- N00167-18-Q-0081 This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This solicitation is for a total of up to three (3) Handheld Radiation Monitors ("HRMs"), each of which shall be produced by a different manufacturer. NSWCCD intends to award up to three (3) contracts with only one (1) contract awarded for any one (1) brand. Should more than one offeror submit a quote for the same brand, award will be made to the offeror whose quote reflects the lowest priced technically acceptable offer for that particular brand. The NSWCCD intends to solicit on the basis of a small business set-aside for three handheld radiation monitors (HRMs) from three different brands. Service descriptions are included on the solicitation document as applicable (document N00167-18-Q-0081). This announcement constitutes the only solicitation and a written solicitation will not be issued. Quotes are being requested under RFQ N00167-18-Q-0081. The NSWCCD intends to award a firm fixed price purchase order using Simplified Acquisition Procedures to three different vendors. Award based on lowest price, technically acceptable. The NAICS code is 335999 and the business size is 500 employees. This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular FAC 2005-92 and the Defense Federal Acquisition Regulation Supplement (DFARS) DPN 20161104 SEE ATTACHED FILE FOR CLAUSES AND PROVISIONS. Evaluation Factors (in order of importance) 1. Technical - Offerors must quote products that reflect the required specifications outlined in the RFQ. 2. Price - Offerors must include all applicable costs to include shipping costs to Bethesda, MD 20817. 3. Brand - Offerors will be selected based on the lowest-priced, technical acceptable offer for a particular brand; NSWCCD intends to award up to three contracts, one each for a particular brand. Should more than one offeror submit a quote for the same brand, award will be made to the offeror whose quote reflects the lowest priced technically acceptable offer for that particular brand. PLEASE QUOTE ONLY A SINGLE HRM IN YOUR OFFER. Questions/clarification regarding this solicitation must be submitted via email to michael.bonaiuto@navy.mil and gary.whitney@navy.mil no later than July 02, 2018 at 11:59AM. All questions will be answered in an amendment to the solicitation. Quote packages are due by July 10, 2018 by 11:59AM to the above e-mail addresses. Late quotes will not be considered. Quote packages should contain a cover sheet that provides the following information: a) Official Company Name; b) Point of Contact including name and phone number; c) Cage code/DUNS number.
