Please read RFI in its entirety. THIS IS A REQUEST FOR INFORMATION ONLY. The Millennium Challenge Corporation (MCC) is currently conducting market research. This is NOT a solicitation or pre-solicitation and this notice does not guarantee that a solicitation will be released in the future or as an obligation on the part of the MCC. At this time, no solicitation exists. Organizations should provide a capability statement that demonstrates their capacity to perform the statement of work, ability to obtain personnel and describe demonstrated past experience. Interested vendors should submit a capability statement for this requirement, not to exceed 15 single-sided pages presented in single-space and using a 12-point font size. Please include a point of contact, firms DUNs number, GSA Schedule number (if applicable), if the firm is a pubic international organization, non-profit, small or large business. Please also indicate if your business has an active SAM account on www.sam.gov. All Capability Statements, questions or comments sent in response to this RFI notice must be submitted electronically to tuttt@mcc.gov in MS Word, or Adobe Portable Document Format (PDF), by Noon Eastern Daylight Time, Friday July 6, 2018. MCC aims to promote integrity and fairness in all procurements. MCC has established Interim Bid Challenge System (IBCS) and Bid Challenge Systems (BCS) by which bidders who believe that they have suffered an adverse impact due to an MCA Procurement Action or decision may seek a prompt, impartial and cost-effective review of the action or decision. MCC's IBCS is attached as Appendix A. MCC's BCS is included as Appendix B. MCC is seeking to develop a short list of one or more organizations specialized in procurement/contract dispute resolution to review and make decisions to the MCA in accordance with ICBS and BCS procedures on cases submitted through the BCS. This organization (the "Organization") would provide panel members as needed to review bid challenge cases brought against MCAs. The Organization would review challenge cases as a "second level" review mechanism if review by the MCA does not produce a conclusory result.
