This Sources Sought is a market research tool being utilized to determine if there are a sufficient number of qualified vendors for set-aside prior to issuing a request. In conjunction with Public Law 109-461, the Office of Construction and Facilities Management (CFM) are seeking vendors in the following: Service Disable Veteran Owned Small Business (SDVOSB) Veteran Owned Small Business (VOSB) This is not a solicitation for proposals or quotes and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement. All responses will be provided by an e-mail response. GENERAL INFORMATION Title of Project: VHA Planning Community Commercial Capacity Database Access Scope of Work: The contractor shall provide access to VA and VHA Planners to a centralized web-interfaced database which includes access to regularly updated information such as Commercial Inpatient Capacity by Bed Type, Commercial Outpatient Capacity by Physician Specialty, Commercial Quality Indicators, Commercial Patient Satisfaction Scores, Average Lengths of Stay (LOS), Common DRGs, Number of Employees and Health Systems addresses, phone numbers and e-mail addresses of Key Contacts. Background: There is an increasing need, as outlined by the Secretary of VA, to become more familiar with the availability of private sector resources in our local community to augment VA s capacity when there are identified gaps between the projected demand for care and VA s capacity to meet the demand in creating High Performing Networks. This type of data is needed to assist field staff with identifying network capacity as well as specific provider capacity to guide the development of local community care networks. With the enactment of the MISSION Act, specifically Section 106, VHA is directed to assess community capacity as part of the legislated Market Assessments to be provided to Congress. The free databases that are available and provide this information are significantly limited. Therefore, a paid subscription to a database providing this type of community data is required. Performance Period: The period of performance will be twelve (12) months from date of award Type of Contract: Firm-Fixed Price Place of Performance: Virtual General Requirements: Performance of the contractor will be monitored by the VHA Office of Policy and Planning (10P1). B. SPECIFIC MANADTORY TASKS AND ASSOCIATED DELIVERABLES The contractor shall provide all personnel, materials, supplies and services required to perform all tasks necessary to provide a regularly updated web-based database accessible to VA and VHA planners. Contractor will provide access to VA and VHA Planners no later than 3 days from notification of need for access to web-interfaced database. Web-interfaced database will be updated regularly and include, at a minimum, the following commercial hospital system statistics: Commercial Inpatient Capacity by Bed Type Commercial Outpatient Capacity by Physician Specialty Average Lengths of Stay (LOS) Quality Indicators Patient Satisfaction Scores Commonly Used DRGs by Health System Number of Employees Addresses, Phone Numbers, and E-mail Addresses for Key Contacts Provide technical support to VA and VHA planners as needed. Provide custom reporting options support. Continuously evolve the web-interfaced database to meet the ever-growing needs of the VA and VHA planning community. Specifically, additional reporting options and/or commercial health system measures.
