Description
The purpose of this revision is to extend the RFI response date and revise the Government POC for questions and submittals. Summary: This Industry Day announcement and Request for Information (RFI) is issued by the Department of Navy (DoN), on behalf of the Program Manager for the Strategic & Theater Sealift Program Office (PMS385) for information and planning purposes only. PMS385 is conducting market research in support of Strategic Sealift and Auxiliary Ship requirements development. This is not a solicitation for proposals and no contract shall be awarded from this announcement/RFI. No reimbursement will be made for any costs associated with attending industry day, providing information in response to this request for information or any follow up information requests. Responses, however, will be used to inform requirements assessment and acquisition strategy. Background: Today the Navy relies on an aging Fleet of auxiliaries and sealift vessels built over several generations and approaching end of service life. An era of rapid technological advancement requires a different approach to capturing requirements and ensuring future flexibility. Evolving threats and future warfighting challenges require multi-mission ships that provide improved operational depth. Expanding the number of distributed sea bases supporting expeditionary logistics, medical response, and command & control to keep the Fleet forward in the fight is critical. The Navy's new construction plan includes a domestic common-hull design to replace aging mission specific sealift and auxiliary designs to reduce life cycle costs, leverage reconfigurable force packages and stabilize the industrial base. Additional potential missions include: sealift, aviation intermediate maintenance support, medical services, command & control, and submarine tending. The common hull auxiliary multi-mission ship will be a non-developmental program complying with American Bureau of Shipping Rules and U. S. Coast Guard Regulations. It will utilize Commercial-Off-The-Shelf (COTS) systems and equipment. It is intended that the common hull auxiliary multi-mission ship will be able to support Roll-on/Roll-off (RO/RO) movement of combat equipment and expanded missions through the use of force packages including, but not limited to the following: •Accommodations to include single to six man staterooms, dormitory-style spaces and Medical facilities (including surgical facilities and O2 generation) •Industrial shops •Aviation intermediate maintenance facilities •Command and control and associated communications facilities, equipment and antennas INDUSTRY DAY The Navy will hold an Industry Day to provide additional information on the common hull auxiliary multi-mission platform concept, its capabilities and design methodology. Industry Day will provide opportunities to answer questions and clarify any of the notional ship characteristics and/or force package capabilities. The Industry Day will be held on 23 May 2018 from 1000-1200 at CSRA, 1201 M Street SE, Washington DC 20003. Directions to the CSRA building will be provided upon registration. On the day of the event, visitors will need to check in on the 4th floor of the CSRA building. Attendance is voluntary and not required to respond to the RFI; however registration is required to attend the Industry Day. Registration is free, however, space is limited. Each organization is requested to limit attendance to three (3) people who must be U.S. Citizens. Organizations should register no later than 18 May 2018. INFORMATION SOUGHT The Navy's Program Office (PMS 385) is soliciting white papers addressing both (1) potential sources that can build ships and the current state of the industry for force packages and (2) portable facilities as described in (A) and (B) below. Submissions are requested by 1400 on July 13, 2018. Offerors are not required to respond to both request (A) and (B); if responses are provided for both they shall be submitted separately. A.PMS 385 is soliciting white papers from all potential sources that can build ships with the following notional base ship characteristics: •Service Life: 40 Years. •Maximum Full Load Draft: 35 feet. •Ability to transit NEO Panamax. •Sustained Speed: 18-24 knots. •Endurance at Sustained Speed: 12,000 n.m. •Permanent Accommodations for up to 120 (MSC crew/Mil Det). Up to 800 additional personnel housed in portable accommodation modules and/or reconfigurable berthing in the deck house. •Arrangeable Enclosed Deck Area: 150,000 - 300,000 sq. ft. at a deck height that allows stacking one TEU on top of another and stowage of Army and Marine Corps combat equipment. •Total Ro/Ro Area (including Enclosed Deck Area): 200,000 - 400,000 sq. ft. •Arrangeable Deck Area Loading: 550 psf. •Vehicle Ramps providing access to arrangeable deck area. •Flight Deck: Level 1 Class 1 Aviation with Landing Spots for up to four MV-22s with access to enclosed deck area designated for stowage and maintenance. •Stowage of two folded MV-22s on at least one enclosed deck. Ability to maintain and repair MV-22s in the flight ready position on at least one enclosed deck. •Slewing Stern Ramp: provide access to enclosed deck area capable of interfacing with pier surfaces and existing Roll-on/Roll-off Discharge Facility (RRDF) for in the-stream operations in Sea State 3 (SS3). oRRDF deck surface is assumed to be 2 ft above waterline oPier surfaces are assumed to be between 2 ft and 23 ft above waterline. The platform is assumed to be 8 ft from the pier when interfacing with it. oOptions for additional throughput such as a sideport ramp may be included •Fixed Cargo Cranes: 1x130 LT or 2x65 LT capacity crane at lifting radius of 95 feet from centerline; two 2x17 LT capacity crane(s) at lifting radius of 110 feet from crane pedestal one port and one starboard. •Ability to stow, deploy, and retrieve 10,000 sqft of lighterage. Lighterage storage may overlap aviation landing spots. Innovative stowage and deployment approaches may be used. •Two 16,000 lb cargo elevators suitable for use with containerized ammunition, stores/equipment, and suitable to be designated for use by personnel transporting medical patients. Cargo elevators are to access all decks with replenishment at sea stations, cranes, and enclosed deck areas. •Cargo Magazine - 3,200 sq. ft. •Replenishment-At-Sea/Fueling-At-Sea capability. •Ship's Boats: Stow, launch and retrieve four 11m RHIBs. •Capability of skin-to-skin mooring operations for ships/submarines alongside. •Services: oProvide power to force packages and portable facilities. oProvide 16 MW of 440 VAC power to ships/submarines moored alongside in port. Provide potable water to mission modules in arrangeable deck areas and to ships alongside. oProvide distilled water to mission modules in arrangeable deck areas and to ships alongside. oReceive liquid sewage and oily waste from mission modules and ships/submarines alongside. oReceive solid and liquid waste from ships/submarines alongside. The Government is receptive to alternative platforms or ships that achieve the missions stated above. The offeror may propose modified characteristics. The Government may modify the above characteristics if a ship concept or parent design presents significant cost savings, improves performance characteristics, or reduces design risk. Information of the offeror's capabilities to build a ship with the characteristics noted above, along with any previous experiences in designing and building ships with reconfigurable systems and portable facilities, is requested. List any known concept designs and existing potential parent hull designs. Provide acquisition and technical approaches and identify associated challenges. Provide approach for trading off the capabilities of built-in versus modular or flexible facilities to accomplish each of the missions. Other ideas or suggestions for using commonality or reconfigurable systems to reduce ship construction costs may be submitted. Note any regulatory impacts of conducting medical, submarine tending, aircraft intermediate maintenance, or command and control missions via force packages. Additionally, the Navy is requesting information regarding small-business shipyards and boat builders with design and construction capabilities to support CHAMP requirements. Respondents are requested to limit white papers to 20 pages in length, including figures. The papers should also include the following minimum information: a.Name and address of the respondent b.Point of contract including name, title, phone and e-mail address c.Size of the respondent's company to include number of employees and average annual Revenue for the past three years. d.Respondent's interest in potentially bidding on any solicitations related to this program. e.Solicitation number It is desirable that data be received with unlimited rights to the Government. Still, it is recognized that proprietary data may be included with the information provided. If proprietary data is included, clearly mark such proprietary information and clearly separate it from the unrestricted information as an addendum. Unless expressly approved by the respondents, information submitted will not be disclosed or shared with other respondents or industry representatives. PMS 385 is soliciting white papers on the current state of the industry for force packages and flexible/portable facilities in the following areas: •Accommodations to include single staterooms, up to six man staterooms, and dormitory-style spaces. •Sanitary and laundry spaces. •Galley, messing spaces, and related storage spaces, both refrigerated and non-refrigerated •Electric power generation and distribution. •Potable and distilled water production. •Medical facilities (including surgical facilities, blood bank, and O2 generation). •Personnel and casualty decontamination facilities. •Industrial shops. •Aviation intermediate maintenance facilities. •Command and control and associated communications facilities, equipment and antennas. •Spare parts and repair equipment storage. •Spaces capable of either serving as functional working spaces or other containerized solutions. Information on modular facility arrangements, weights, building standards, interface standards, previous uses, and services is desired. Please comment on how embarking these portable facilities would impact host ship design. Indicate trade space between built-in, flexible infrastructure and modular facilities. Provide acquisition and integration approaches for the flexible infrastructure and/or force packages and identify associated challenges. Provide input on current state of the industry regarding the ability to design, manufacture and deliver flexible force packages for rapid incorporation into the platform ship. Additionally, the Navy is requesting information regarding small-business vendors with design and construction capabilities to support CHAMP requirements. Respondents are requested to limit white papers to 15 pages in length, including figures. The papers should also include the following minimum information: a.name and address of the respondent b.point of contract including name, title, phone and e-mail address c.size of the respondent's company including number of employees and average annual revenue for the past three years. d.Solicitation number It is desirable that data be received with unlimited rights to the Government.
