- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplement with additional information in this notice. This announcement constitutes the only solicitation and no other solicitation document will be issued. This solicitation is issued as a Request for Quote number RFQ 70Z04418Q18S04600. This number is for tracking purposes only. Solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-97. This procurement will be processed in accordance with FAR Part 12, Acquisition of Commercial Items and Part 13, Simplified Acquisition Procedures. The North American Industry Classification System (NAICS) is 334511. The SBA size standard is 1,250 Employees. This IS A TOTAL Small Business Set-Aside. In accordance with FAR 11.104, this is a Brand Name or "Equal" solicitation. Salient characteristics are listed below and are firm requirements. The Brand Name is Sealite. All Items are to be NEW ITEMS. Used or Refurbished items are NOT acceptable and will not be considered for Award. The USCG Command, Control and Communication Engineering Center (C3CEN) Portsmouth, VA 23703, intends to purchase six each, SEALITE SL-C810, Type-3 AIS, 5-8 NM Self-Contained Lanterns, antenna(s) shall be integrated, and Bluetooth shall be disabled or non-existent. See Schedule B below followed by the Salient Characteristics. The Coast Guard does not own nor can they obtain specifications, drawings, plans or other technical data for this item. Request for drawings/specs will be disregarded. Items are to be NEW items. Used or Refurbished items are NOT acceptable. Any Contractors that are authorized Distributors for SEALITE USA LLC is encouraged to provide a Firm Fixed Price Quotation IRT this Solicitation. The USCG/Government intends to award a contract resulting from this solicitation to the responsible bidder proposal conforming to the solicitation which will be most advantageous and Best Overall Value to the Government, price and other factors considered. All items will be required to be shipped to Portsmouth, VA 23703. *PLEASE NOTE* Interested Offeror's are to provide Firm Fixed Price Proposals with Delivery Information by July 10, 2018 @ 7:00 AM EST. Delivery Information is to include Shipping Terms the Offeror is proposing, FOB Origin or FOB Destination. Destination is preferred by USCG/Government. If proposing FOB Origin, provide Shipping cost as a separate line item. FIRM FIXED Price Proposals must be submitted on company letterhead stationery and must include the following information: (1) Cost Breakdown, (2) Unit Price, (3) Extended Price, (4) Payment Terms, (5) discount offered for prompt payment, (6) Company DUNS and Cage Code. Email quotes are to be emailed to D05-SMB-C4ITSC-CPD-C3CEN-TeamS@uscg.mil Anticipated Award Date for the PO Contract is July 12, 2018, this date is approximate and not exact. NOTE: THIS IS A TOTAL SMALL BUSINESS SET-ASIDE. IAW FAR 52.219-6 NOTICE OF TOTAL SMALL BUSINESS SET-ASIDE. INSPECTION AND ACCEPTANCE: The Contractor shall only tender for acceptance those Items that conform to the requirements of this Order/Contract. The USCG/Government reserves the right to Inspect or Test any Supplies or Services that have been tendered for Acceptance. The Government may require repair or replacement of nonconforming supplies or reperformance of nonconforming Services at no increase in contract price. If repair/replacement or reperformance will not correct the defects or is not possible, the USCG/Government may seek an equitable price reduction or adequate consideration for acceptance of nonconforming supplies or services. The Government must exercise its post-acceptance rights- (1) Within a reasonable time after the defect was discovered or should have been discovered; and (2) Before any substantial change occurs in the condition of the item, unless the change is due to the defect in the item. Final Inspection and Acceptance will be performed by Gov/USCG Authorized Personnel at the point and location of Destination as stated on the Order/Contract, unless otherwise stated on the Order/Contract. SCHEDULE B Line Item 1: Six each, MFR: Sealite, MFR Part Number: SL-C810, Description: Type-3 AIS, 5-8 NM Self-Contained Lanterns, antenna(s) shall be integrated, and Bluetooth shall be disabled or non-existent. • Red - quantity of two • Green - quantity of two • Amber - quantity of one • White/Clear - quantity of one Delivery Terms: The Required Delivery Date is no later than 12 weeks ARO. Early delivery is acceptable. Email quotes to: D05-SMB-C4ITSC-CPD-C3CEN-TeamS@uscg.mil SALIENT CHARACTERISTICS Self-contained AIS LED lantern - A self‐contained AIS LED lantern is a lantern that integrates into a single environmentally‐protected package with all components necessary to independently power and operate the lantern over an extended period of time. A self‐contained AIS LED lantern integrates all components into a single, cohesive package. When installed on a fixed aid or buoy, a self-contained AIS lantern does not need to be connected to any other equipment to operate. Some of the components that comprise a self‐contained LED lantern are LEDs, electronic power/timer controllers, solar power generation (i.e., solar panels) and regulation, energy storage devices (i.e., batteries), and a housing which incorporates the light lens and antenna. a. The vendor will be able to provide a self-contained, solar powered assembly housed in a weatherproof enclosure including solar array, sealed battery, LED light source, and AIS. b. The lantern shall be ready to install upon delivery, with no assembly required. c. Range shall be 5-8 nautical miles. d. Type 3 AIS AtoN e. The intensity of the lantern shall be user-adjustable. f. The lantern's light source shall be high efficiency LED. g. The Vertical Divergence shall be 10 degrees. h. The lantern shall have a horizontal output of 360 degrees (omnidirectional). i. The lantern shall be rated at IP 66 and IP 68. j. The lantern shall have an operating temperature range between -20 to 60°C. k. The battery shall be user-replaceable and US sourced so that it can be purchased and replaced by Coast Guard servicing personnel in a timely and cost effective manner. l. The lantern output shall be available in colors of red, green, white and amber as indicated below: 1. Red - quantity of two 2. Green - quantity of two 3. Amber - quantity of one 4. White/Clear - quantity of one m. Maintenance - The lantern and all of its components shall not require preventive maintenance other than periodic cleaning of external surfaces. The design of the lantern shall be such as to restrict the ability of birds to roost on the lantern or any of its components. n. Encoding software must be commercially available or provided with purchase (not proprietary). o. The lantern shall have a PC or IR programmer for setup, diagnostic and testing. p. The housing base shall have a 12 hole, 200mm bolt pattern to accommodate standard three and four-hole mounting patterns. q. The lantern shall have a maximum weight of 45 lbs (20.4kg). r. All antenna(s) shall be integrated. s. Bluetooth shall be disabled or non-existent. PROVISIONS / CLAUSES: The Following FAR Provisions/Clauses apply to this Solicitation: 52.209-2 Prohibition on Contracting with Inverted Domestic Corporations-Representation. As prescribed in 9.108-5(a), insert the following provision: PROHIBITION ON CONTRACTING WITH INVERTED DOMESTIC CORPORATIONS-REPRESENTATION (NOV 2015) (a) Definitions. "Inverted domestic corporation" and "subsidiary" have the meaning given in the clause of this contract entitled Prohibition on Contracting with Inverted Domestic Corporations (52.209-10). (b) Government agencies are not permitted to use appropriated (or otherwise made available) funds for contracts with either an inverted domestic corporation, or a subsidiary of an inverted domestic corporation, unless the exception at 9.108-2(b) applies or the requirement is waived in accordance with the procedures at 9.108-4. (c) Representation. The Offeror represents that- (1) It □ is, □ is not an inverted domestic corporation; and (2) It □ is, □ is not a subsidiary of an inverted domestic corporation. (End of provision) FAR 52.211-6 - Brand Name or Equal (Aug 1999) FAR 52.212-1 -- Instructions to Offerors -- Commercial Items (Jan. 2017) FAR 52.212-2 - Evaluation -- Commercial Items (Oct 2014). Award will be made to the Offeror proposing the Best Value to the Government considering specification, price, delivery, past performance and quality. The Contracting Officer will evaluate "equal" products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. FAR 52.212-3 -- Offeror Representations and Certifications -- Commercial Items (Nov. 2017) to include Alt I (Oct 2014). An Offeror shall complete only paragraphs (b) of this provision if the Offeror has completed the annual representations and certificates electronically via http://www.sam.gov/portal. If an Offeror has not completed the annual representations and certifications electronically at the System for Award Management (SAM) website, the Offeror shall complete only paragraphs (c) through (u) of this provision. The following Clauses apply to this Solicitation and awarded Contract.
