- RFQ N66604-18-Q-2062 The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) Undersea Weapons, Vehicles, and Defensive Systems Department, Code 85, has overall responsibility for the development and maintainability of undersea defense systems. Code 85 is currently undergoing efforts to update the Stepped Tonpilz Acoustic Transducer (STAT) design in a Technical Refresh for a new sonar array. The overall goal is to develop a design that can transition from concept to future fleet capability. This requirement is for the evaluation of the Technical Refresh STAT design and future capabilities. NUWCDIVNPT intends to award a Firm Fixed Price (FFP), completion type purchase order on a sole source basis to Mandex, Inc., 4001 9th St. N. #106, Arlington, VA 22203 (CAGE Code 3Z682). Mandex, Inc. is a large business under the relevant NAICS Code 541330. Mandex, Inc. has been involved in the design process for the AN/WSQ-9 Signal Analysis System acoustic array design since the initiation of the program. This requirement is part of an ongoing effort to improve the STAT design. Mandex is the subject matter expert and award of this contract to any other company would require a significant learning curve that would result in a substantial duplication of cost to the Government and unacceptable delays in fulfilling the Navy's requirement. Per FAR 6.302-1(a)(2)(iii), full and open competition need not be provided for when the required services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services. The Period of Performance will be from date of award through September 30th, 2019. Deliveries shall be F.O.B. Destination, Newport, RI, USA (02841). This procurement is being processed using FAR Part 13, Simplified Acquisition Procedures. This requirement is an unrestricted, sole source procurement as concurred with by the NUWCDIVNPT Office of Small Business Programs (OSBP). The NAICS Code is 541330; the size standard is $15.0M. This notice is not a request for competitive proposals. All responsible sources may submit a capability statement which will be considered by the Government. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses to the attached RFQ N66604-18-Q-2062 must be received by 2:00PM EST on Friday, June 29th, 2018.
