Description

This is a SOURCES SOUGHT NOTICE for Market Research purposes ONLY. The NAVSUP Fleet Logistics Center (FLC) Jacksonville, FL is conducting market research of industry for the Fleet Readiness Center Southeast (FRCSE) to identify if there are alternate options to meet United States Navy needs for capabilities to repair, inspection and overhaul of the TF34-100 High Pressure Turbine (HPT) Rotor Balance Piston(BP) Rotating Air Seals. in accordance with applicable technical manuals at FRCSE. The contractor shall clean, inspect, and repair the TF34 High Pressure turbine (HPT) Rotor Balance Piston(BP) Rotating Air Seal, in accordance with applicable technical manuals returning the seal to ready-for-issue (REI) condition. It is estimated that there will be approximately 65 seals per year requiring repair. The contractor shall be required to accept non-ready-for-issue (Non-RFI) seals as required by the FRCSE. The Original Equipment Manufacturer (OEM), General Electric (GE) is the sole manufacturer with proprietary rights. Instructions for this repair are not available in the DEPOT maintenance manuals. The Government anticipates issuing a Firm-Fixed Price Requirements contract for the services on or about February 2019. The appropriate NAICS Code is 336412, Aircraft Engine and Engine Parts Manufacturing, which has a size standard of 1,500 employees. The Product Service Code (PSC) is J028, Maintenance, Repair, Rebuild of Equipment. At this time, pending market research results, FLC Jacksonville intends to negotiate on a unrestricted and competitive basis. The information collected in response to this survey will be used to determine market conditions and the availability of other potential small businesses capable of meeting the Government requirements. THIS IS NOT A REQUEST FOR QUOTE OR PROPOSAL. It is a market research tool used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and issuance of an award. It does not constitute an Invitation for Bid (IFB), a Request for Proposal (RFP), or a Request for Quote (RFQ). This request for information does not commit the Government to contract for any supply or service whatsoever. The Government WILL NOT PAY for any information received in response to this Sources Sought, and the Government will not compensate the respondent for any cost incurred in developing the response to this Sources Sought. Respondents are notified that a formal solicitation may not necessarily result from this Sources Sought. Availability of any formal solicitation may be announced under a separate Federal Business Opportunities announcement. Any requests for copies of solicitations will not be addressed since this is a Sources Sought, not an RFP. The Government will not release any information marked with a proprietary legend received in response to this Sources Sought to any firms, agencies or individuals outside the Government without written permission in accordance with the legend. Please be advised that all submissions become Government property and will not be returned. It is requested that interested small businesses submit to the Contracting Office a brief capabilities package demonstrating ability to complete the requested work. This document shall address, as a minimum the following: (1) Company profile to include number of employees, office location(s), DUNS number, CAGE code and a statement regarding small business designation and status; (2) Partnership agreements with any large businesses. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. (3) A list of all current GSA/VA scheduled contracts (if applicable) All interested parties should send company and descriptive literature on currently available products that meet the Navy ™s requirements, described above. With the response, include a point of contact, phone number, e-mail address, website information, DUNS Number, CAGE Code, and Business Size Standard for the North American Industry Classification System (NAICS) code of this Sources Sought. Any responses in reference to this Sources Sought shall be submitted electronically only to Contract Specialist, Kenneth Brown, at kenneth.b.brown@navy.mil with the subject line: TF34 Rotating HPT Air Seals. All responses shall be received no later than 3:30 PM EST, July 02, 2018. Fax submissions of the capabilities WILL NOT be accepted. Submission of a capabilities statement is not a prerequisite to any potential future offering, but participation will assist the Government as to the extent of companies available for this procurement.
