Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. The intent of this notice is to identify potential offerors for information and planning purposes and is not to be construed as a commitment by Naval Facilities Engineering Command (NAVFAC) Far East, Facilities Engineering and Acquisition Division (FEAD) Iwakuni, implied or otherwise, to issue a solicitation or ultimately award a contract. An award will not be made on offers received in response to this notice in accordance with FAR 15.201(e). The Government is not responsible for the cost associated with any effort expended in responding to this notice. This notice does not constitute a Request for Proposals (RFP) and is not to be construed as a commitment by the Government for any purpose other than market research. NAVFAC Far East FEAD Iwakuni is currently seeking potential sources for a Base Operation and Support (BOS) Contract at Marine Corps Air Station Iwakuni. FEAD Iwakuni would like to consolidate 18 services and create a large BOS contract. The 17 contracts FEAD Iwakuni is looking at consolidating are (1) Base Wide Custodial Services (2) Grounds Maintenance Services (3) Housing Maintenance Services (4) HVAC Maintenance Services (5) Kitchen Exhaust Systems Cleaning and Component Maintenance Services (6) Fire Protection Services (7) Water Gate Maintenance Services (8) Small Boiler Maintenance Services (9) Ground/Lightning Test Services (10) Auto Door Maintenance Services (11) Hangar Bay Door Maintenance Services (12) Uninterruptible Power Supply (UPS) Maintenance Services (13) Generator Maintenance Services (14) Photovoltaic (PV) Power Generation Maintenance (Solar Panel) Maintenance Services (15) Sewage Pump Maintenance Services (16) Weight Handling Equipment (WHE) Load Test and Maintenance Services (17) Fire Drill Pit Maintenance Services and (18) Wastewater Utility Services. The Government is seeking information from potential sources in order to determine the possibility and contractor capacity for a BOS contract. This information will be used to determine immediate and future acquisition strategies. A brief summary of the required services is as follows: (1)Base Wide Custodial Services: Provide cleaning services for public spaces, office spaces, restrooms, showers, laundry rooms, classrooms, theater, bowling alley, chapel, and more. (2)Grounds Maintenance Services: Provide lawn care to include mowing, trimming, edging, vegetation control, and debris removal. (3)Housing Maintenance Services: Provide Change of Occupancy Maintenance (COM) and cleaning services to ensure units are functional, safe and clean before occupants move into the housing unit. (4)HVAC Maintenance Services: Maintain, test, and repair HVAC systems for the base. Includes preventive maintenance, trouble calls, and seasonal start up/shut down. (5)Kitchen Exhaust Systems Cleaning and Maintenance/Repair Services: Provide inspection, cleaning and repair for kitchen exhaust systems. (6)Fire Protection Systems Operation and Maintenance: Provide Operation and Maintenance Services to maintain, inspect, repair and test fixed fire protection systems at various facilities to operate as designed in accordance with all OEM requirements and NFPA codes and standards. Systems include, but are not limited to, DRY/WET sprinkler systems, Dry/Wet Chemical Extinguishing, Fire Hydrants, Fire Pumps, Fire Pump back-up emergency power, Fire Panels, fire panel batteries, smoke alarms, strobes and sensors. (7)Water Gate Maintenance Services: Provide maintenance and repair services for (4) water gates and its associated equipment which including but not limited to the following devices/equipment: control panel, hydraulic pressure device, pump and motor in accordance with manufacturer s recommendation. Manufacturers include: Gate; Seibu Denki, Pump; Shinmeiwa, Rain gauge; Yokogawa, Water gauge; Takuma and Control panel; Yashima control systems. (8)Small Boiler Maintenance Services: Provide maintenance and repair services for (455) small boilers and its associated equipment such as fuel piping in accordance with manufacturer s recommendation. The maintenance to include inspection of the oil tank and removal of rainwater from containment area when its accumulation reached 2 above ground and refueling of tank. Manufacturers include: Showatekko and Hitachi. (9)Ground/Lightning Test Services: Provide testing in accordance with Grounding and Lightning Plan. Locations are as follows; Apron (4 areas), Combat Aircraft Loading/Red level Area (CALA), Hangar (7 buildings), Hush House, Liquid Oxygen (LOX) facility, Magazine, Ready Service Lockers (RSL), S-6, Seat shop and Van Pad and Ordnance area. Required equipment are as follows; Instruments specially designed for earth ground system testing, a Calibrated ohmmeter, Two copper or steel (galvanized or stainless) reference electrodes with dimensions of inch diameter and a minimum of 18 inches long and Three insulated test leads of sufficient length. Testing and Inspection schedule: Visual inspection bi-annually. Testing: Every 2 years. (10)Auto Door Maintenance Services: Provide maintenance and repair services for auto door and its associated equipment which including but not limited to the following devices/equipment: controller, motor, sensor, door hanger, pulley, belt at (16) buildings in accordance with Manufacturer s recommendation. All has multiple auto doors per building. Manufacturers include: Nabtesco, Nihon Jido Door and Hashida Giken. (11)Hangar Bay Door Maintenance: Provide maintenance and repair services for Hangar Bay Door and its associated equipment which including but not limited to the following devices/equipment: Geared motor, limit switch, wheel, wheel guide, trolley, bay door control panel, inverter at (15) buildings in accordance with Manufacturer s recommendation. All has multiple hangar bay doors per building. Manufacturers include: Sumitomo, Kongo Sangyo, Panasonic, Mitsubishi Denki and Tsubakimoto. (12)UPS Maintenance: Provide maintenance and repair services for UPS at (26) buildings in accordance with manufacturer s recommendation. Most have multiple UPSs per building. Manufacturers include: Fuji Electric, Sanken, Furukawa, Benning, and Emerson. Work at the Air Traffic Control Tower may require night time work. (13)Auxiliary Generator Maintenance: Provide maintenance and repair services for Auxiliary Generators and its associated fuel piping at (107) buildings in accordance with Manufacturer s recommendation. Also perform inspection of oil tank and its containment area directed by Environmental Division and refueling of tank. Most have multiple generators per building. Manufacturers include: Meidensha, Nishinihon Hatsudenki, Yanmer and Convalt Japan. All the generators have been maintained by in house force. (14)Photovoltaic (PV) Power Generation Maintenance (Solar Panel): Provide maintenance and repair services for Solar panel and its associated equipment which including but not limited to the following devices/equipment; Solar power conditioner, Measuring device, Pyranometer Display. PV support structure, wires from power conditioner at (440) buildings in accordance with Manufacturer s recommendation. All has multiple solar panels per building. Manufacturers include: Yazaki Energy System, Chofu, Panasonic, Kyocera, and Canadian Solar. (15)Sewage Pump Maintenance: Provide maintenance and repair services for Sewage pump and its associated equipment which including but not limited to the following devices/equipment; submersible type sewage pumps, float switches, electrical control panel at (51) buildings in accordance with Manufacturer s recommendation. Most have two pumps per building. Manufacturers include: Ebara, Shinmaywa, Kawamoto, Tsurumi. All the sewage pumps have been maintained by in house force. (16)Weight Handling Equipment (WHE) Load Test and Maintenance: Provide maintenance and repair services for WHE at (36) buildings in accordance with NAVFAC P-307. Type of WHEs are Monorail, Jib and Bridge. Manufacturers include: Mitsubishi, Meiden, Hitachi and Kito. All the WHEs have been maintained by in house force. (17)Fire Drill Pit Maintenance: Provide maintenance, repair services for B#2911 Fire Drill Pit/ARFF Trainer building in accordance with Manufacturer Mitsubishi Hitachi Power Systems Industry Co s recommendation. This building was turned over to US on Oct 2016. The manufacturer s recommended maintenance and inspection plan consists with 10 years scheduled tasks. Some of the maintenance and inspection items are as follows; Annual maintenance and inspection: Igniter, Propane gas discharge nozzle, Main and local control panels, Sump pump, Hydrant pump, Simulated airplane for visual check and cleaning. 2years maintenance and inspection: UPS for Local control panel Replace battery and fan. Overhaul of safety valve. 4 years maintenance: Replace O-ring and gaskets. Local control panel Replace battery and fan. Fan Replace filter assembly with fan. (18) Wastewater Utility: Perform all maintenance and operations associated with Two (2) sewage treatment plants, Seven (7) Industrial wastewater treatment facilities (Aircraft washracks), multiple sewage lift stations, and all associated distribution lines and equipment servicing these facilities. NOTE FOR ABOVE SERVICES *Maintenance shall be conducted in accordance with the Contractor s Preventive Maintenance (PM) Program which shall developed to provide an economical approach to manufacturer s recommended procedures, OEM standards and maintenance required to satisfy equipment warranties and keep installed system and equipment in normal working condition. If an OEM manual is not available, develop the PM Program in accordance with contractor s experience and expertise determining the best method of services. **All maintenance, testing and repair shall be performed by personnel trained and certified in accordance with the Original Equipment Manufacturer (OEM) guidelines. Informational note: Trained and certified in accordance with the OEM guidelines does not mean trained and certified by the OEM. All maintenance trade personnel performing maintenance and repair work that does not require training and certification by the OEM, but shall be qualified at the journeyman level and perform the work. The Contractor shall furnish all labor, management, supervision, tools, materials, equipment, and transportation, except otherwise specified herein, necessary to perform the requirements listed above. The resultant contract for this acquisition will be for a basic period of one year and seven (7) one-year option periods with an anticipated start date Fiscal Year (FY) 2020. POTENTIAL OFFERORS ARE REQUESTED TO COMPLETE AND RETURN ATTACHMENT 1: STATEMENT OF INTEREST QUESTIONNAIRE CONTRACTOR LICENSING REQUIREMENTS: Any contract resulting from this solicitation will be awarded and performed in its entirety in the country of Japan. Contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract. Prior to award of any contract, offerors must be registered to do business in Japan and possess a construction license (Kensetsu Gyo Kyoka) issued by the Ministry of Land, Infrastructure and Transport, or prefectural government. STATUS OF FORCES AGREEMENT: The U.S. Government will not offer United States Official Contractor status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) to any offeror awarded a contract under this solicitation; nor will the U.S. Government certify any employees of a contractor as Members of the Civilian Component under Article I(b) of the SOFA. Interested offerors can view and/or download the solicitation from Asia Navy Electronic Commerce Online (Asia NECO) at https://asia.neco.navy.mil when it is posted in FY 2019. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests. Respondents will not be notified of the results of the Navy s market research. However, NAVFAC FE will utilize the information for acquisition planning purposes. All data received in response to this Source Sought Notice marked or designated, as corporate or proprietary information will be fully protected from release outside the Government.
