Description
Combined Solicitation & PWS as attachment (end) The training must accommodate 200 students from varied job qualifications. The training program must demonstrate efficacy for lowering stress, increasing resilience, reducing anxiety, and strengthening well-being, while being of practical value to the end user. All instructors provided by the contractor must be recognized experts, certificated by accredited organizations either governmental or the private sector in their fields of instruction. The training must use measurements to demonstrate program effectiveness and weave it into the training context. The program must allow the individual to utilize the training and see the difference when the taught techniques are applied during training scenarios. The program must be geared towards personnel within the US Department of Defense as used with combat arms in a CQB and tactical context. Additionally, the training must have direct application to first responders and pilots that can be assessed in their respective environments. The training must be delivered in one hour lectures not to exceed eight hours over the course of four consecutive days. Furthermore, the training must occur through one classroom portion that incorporates a mixed audience of flyers, first responders, then the remaining courses must be tailored specifically to Security Forces personnel. The applied resilience classroom training for the 9 SFS, 9 MDG and 9 CES must also be put into a tailored hands-on portion of application during shooting/close quarters battle context and support live and/or simulation round shooting applications, resulting in scenarios that drive fire and medical response with casualty care and evacuation in a high stress realistic environment. The applied resilience training for the 9 OG flyers must also be put into a tailored hands-on portion of application in a flight simulator that allows bio feedback during the simulations to assess the effectiveness of the taught techniques. This portion must be facilitated by a trainer that has extensive military flying experience, minuimum of 7 years as a pilot and/or 2,000 flying hours with DoD aircraft. All the trainers must have the appropriate backgrounds for the topics they are instructing to include but not limited to experience in military/law enforcement special operations and/or high performance operations including pilots, first responders, and SWAT/SRT/Detectives to name a few. The training goals for all participants in the course: Lower post-traumatic stress, Increased well-being, Lessened anxiety and depression, Greater resilience, Increase overall individual and team performance. CONTRACTOR QUALIFICATIONS The contractor must provide facilitators and instructors with proven experience and success in the fields of leadership development and team building. All instructors provided by the contractor must be recognized experts, certificated by accredited organizations either governmental and/or the private sector in their fields of instruction. TASKS Contractor shall provide agency POC with proposed four day training program including outlines for any workshops. Contractor shall coordinate with agency POC regarding the training topics and competencies to be addressed. DELIVERABLES SCHEDULE Contractor shall meet with the 9 SFS CC, contracting officer, POC, and other stakeholders for a kick-off meeting within 15 business days after the contract award. The meeting can be in person or through electronic devices. 3 Contractor shall provide agency POC with proposed project plan at kick-off meeting. Contractor and POC shall ensure training dates starts as early as 15 days after contract award date. Contractor shall provide POC with draft workshop materials at the kick-off meeting or via mail delivery one week prior to start of class. Contractor will ensure that 200 students will be trained in 4 consecutive days. The student to instructor ratios for the simulation events will be determined on a case by case basis depending on the student's job qualification requirements. Contractor shall provide updates to the POC outlining progress or barriers to success, and any outstanding items. Status update can be provided in writing via electronic mail. Contractor will provide and collect from each student critique sheets which at a minimum will evaluate contractor provided instructors, individual class content, and overall level of satisfaction with the entire course. A separate evaluation may be conducted by the POC for the Government's evaulation and records. PROPOSED AUDIENCE The training participants will be U.S. Airmen at various levels of responsibility within the 9 SFS, 9 CES, 9 MDG and 9 OG squadrons from Beale AFB. The maximum number of students wo will be trained in four days is 200. CLASS ENVIRONMENT The course shall be taught at Beale AFB, California and should encompass numerous locations within Beale AFB, utilizing Security Forces, Fire, and other exercise areas for stress inoculation simulations events. Classes will normally start at 0800, and end at 1630 with a 1 hour lunch and 10 minute breaks every hour of instruction. The contractor shall maintain class attendance records. The contractor shall provide the POC with a copy of the course evaluations and class roster. COURSE REQUIREMENTS The 9 SFS seeks a four day training program to provide training to all levels of airmen and 4 officers. The training must encompass both lectures and realistic scenario based events including working in a high-stress threat situations where stress management is key. Topics may include and are not limited to: Military specific neurophysiology, Military breathing techniques to optimize performance, Military specific attention strategies, and prioritization skills, Military and first responder simulation training to include but not limited to Close Quarters Battle (CQB) training, pilot aircraft specific simulator training, case monument training, fire and medical response simulations, Military and first responder energy (internal and external) management instruction, Military recovery phase to include interpersonal communications, First responder and other Air Force Specialty Codes (AFSCs) specific recovery phase, Collaborative leadership skills, Strategic and critical thinking. Training session will vary in duration, but will not to exceed 8 hours per day over 4 days. An underlying goal of the course must be validated to lower stress, increase resiliency, reduce anxiety, and strengthening well-being, while being of practical value to the end user. EQUIPMENT The contractor will furnish the following equipment and services: Specific audio/visual presentations, the materials must be on DVD or CD it is DoD policy barring flash drives or other recordable media from being introduce to DoD computers, Any applicable books, papers, reading and or reference materials for students, testing materials when required. Specialized training aids. STAFFING REQUIRMENTS The contractor shall provide qualified individuals with training and experience in the fields of leadership development, team building, group discussion facilitation, and training facilitation. Select staff must also be certified to conduct and interpret relevant data or instruments utilized as part of the training. PERIOD OF PERFORMANCE 15 days after award
