- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 "Streamlined Procedures for Evaluation and Solicitation for Commercial Items," as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation document will not be issued. Submit offers on RFQ 1914551. This solicitation is a request for quotes (RFQ). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Looseleaf FAC 2005-99_6-15-18.pdf as of (06-22-18). The associated North American Industry Classification System (NAICS) code for this procurement is 541380-Testing Laboratories with a small business standard of $15 Million. This is a total small business set aside. The National Institute of Allergy and Infectious Diseases (NIAID), Rocky Mountain Laboratories, is seeking to purchase annual incinerator APC system performance test which is required for EPA compliance. This is a request for quotes. All interested companies shall provide quotation(s) for the following: National Institute of Health, Rocky Mountain Laboratories requires compliance and performance specification (PS) testing at the Hamilton, Montana facility. Compliance testing must include determining the emission rates of particulate matter (PM), visible emissions evaluations (VEE), hydrogen chloride (HCl), lead (Pb), cadmium (Cd), mercury (Hg), sulfur dioxide (SO2), nitrogen oxides (NOx), carbon monoxide (CO) and dioxins and furans (D/F). A thermocouple audit will also be performed on the Stack Exit, Scrubber, and Secondary Exit thermocouples for compliance purposes. PS testing must include conducting a relative accuracy test audit (RATA) on the existing oxygen (O2) and CO continuous emissions monitoring system (CEMS) serving the Building 23 Incinerator. Testing is also required to demonstrate compliance with the Montana Department of Environmental Quality (MTDEQ) Air Operating Permit No. 2991-06 and the Montana Air Quality Permit (MAQP) Tile V Permit No. OP2991-02, 40 CFR 62, Appendix B, PS 3 and PS 4A, and 40 CFR 62, Subpart HHH. Proposals must include all information regarding testing parameters, applicable test methods, and required test runs. Proposals must also include a project schedule. RML will provide the following: •Provide an adequate source of electricity (one circuit, 30 amps at 480 VAC within 50 feet of each mobile laboratory setup location; two circuits, 20 amps at 115 VAC within 50 feet of each sampling location). •Provide adequate test ports and access to those ports (ladder, scaffolding or man-lift) and materials for sufficient temporary protection of test personnel and equipment from hazardous and environmental conditions. •Provide process operating, control system and CEMS data in sufficient detail to perform necessary test calculations and as required by the facility permit or federal regulatory standard. Reporting must include an electronic draft test plan will be submitted to NIH-RML for review within two business days following the receipt of a purchase order or other acknowledgement to proceed. An electronic copy of the final test plan will be provided to NIH-RML for submittal to the regulatory agency. An electronic draft report will be submitted within two weeks following the completion of onsite testing, or if sample analyses are required, within two business days following the receipt of laboratory results. The standard laboratory turn-around time is ten business days from receipt of the samples. An electronic version of the final report will be submitted within two business days following the receipt of draft report comments. If requested, up to two hard copies of the final test report will be submitted. The reports must include all of the following: •Introduction - Brief discussion of project scope of work and activities. •Results and Discussion - A summary of test results and process/control system operational data with comparison to regulatory requirements or vendor guarantees along with a description of process conditions and/or testing deviations that may have affected the testing results. •Methodology - A description of the sampling and analytical methodologies. •Sample Calculations - Example calculations for each target parameter. •Field Data - Copies of actual handwritten or electronic field data sheets. •Laboratory Data - Copy of laboratory report(s) and chain(s) of custody. •Quality Control Data - Copies of all instrument calibration data and/or calibration gas certificates. •Process Operating/Control System Data - Process operating, control system and CEMS data (as provided by NIH-RML) to support the test results. *NOTE: Include ANY and ALL potential costs as line items in the quote. Quotes with costs in the terms and conditions will not be considered. Submission Deadline and Point of Contact: Submission shall be received not later than July 24, 2018 1:00 p.m. MST. The government intends to award a fixed-price purchase order as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein.
