- Description
- The purpose of this task is to seek engineering services in support of the F-15 Shimmy Damper. Full analysis of the Shimmy Damper requirements, procurement, functionality, and technical orders is necessary. Resulting recommendations could lead to subcomponent reverse engineering, procurement requirement updates, functional requirement updates, and/or an overall component redesign. A comprehensive analysis must be completed to determine Shimmy Damper deficiencies and provide appropriate correction recommendations during the Analysis of Alternatives. This effort will involve all non-recurring engineering activities required to analyze, design, produce prototypes, qualify, implement, and operationally evaluate a Shimmy Damper, or equivalent, to resolve persistent RAM issues and NLG shimmy problems on the F-15C/D/E aircraft. This support has been broken down into tasks. While not all tasks may be exercised, they shall all be included in the proposal, along with detailed separate pricing for each. This will allow the Government the flexibility to achieve the optimal solution as the program progresses. The Government will contract directly with Landing Gear Test Facility (LGTF) for validation / verification of performance for any new design configuration, if deemed necessary, and expects the offeror to provide engineering support in definition, conducting, and analysis of testing. The IMS should allow reasonable time for Government technical reviews and approvals at critical program milestones. The SOW should address support for program review activities and allow for Engineering Review Boards and Project Folders IAW 417 SCMS/GUEA policy. Project folders should include as a minimum: all contract documentation, funding tracking, contract compliance matrices, material purchase orders, important email communications with SPO and MAJCOM personnel, significant notes, meeting minutes, draft documents/drawings, final deliverables. Project folders shall be in electronic format, updated monthly and readily accessible by the Government.
