Description
The Office of Oceanic and Atmospheric Research (OAR), located administratively within the National Oceanic and Atmospheric Administration (NOAA), intends to a modification to purchase order WC-133R-18-SE-0894 to allow purchasing of fifty (50) additional flight hours for Hyperspectral Aerial Data from aircraft flights performed by Aerodata Inc. located in Ann Arbor, MI. 48107. Aerodata Inc. has been identified as the only known source that can provide the needed items as specified below that will also meet the Government’s intended use. This procurement will provide essential data on the harmful algal bloom growth and toxicity in the Great Lakes area to the Great Lakes Environmental Research Laboratory (GLERL). The requested services (see information below) is performed solely by Aerodata Inc. and the only known qualified source of these services because the company previously modified an aircraft under a government purchase order that was awarded to Aerodata Inc. The previous award was solicited on a competitive basis and no other quotations were received by the government. The hyperspectral digital imaging camera is required in order to take the proper photographic images of the affected harmful algal bloom areas. It is not expected that open competition will result in substantial cost savings to the government because of the initial investment for companies to modify an aircraft to allow for proper mounting of the hyperspectral imaging camera. If the Great Lakes Environmental Research Laboratory cannot procure the needed aerial data services, it will have a negative impact on their ability to provide harmful algal bloom and toxicity aerial data that is critical in maintaining clean drinking water for the public. The requirements for the items are as follows: Ø Provide Hyperspectral Data Aerial Data Retrieval from weekly flights near water intakes and research areas in the Great Lakes. o Provide data from flights during the 2018 harmful algal bloom season (up to 33 aerial hours) flights, May 01-November 15, 2018) in the vicinity of water intakes. Water intake transects will fly directly over intakes covering nearshore and offshore. o Provide data from up to weekly flights over Saginaw Bay and western Lake Erie over research sampling locations. Actual flight frequency will be determined by bloom, formation, extent, toxicity and dynamic behavior of blooms. o Provide data from up to 6 flights over nearshore Cladophora areas at a distance of 250 miles or less from the Ann Arbor airport. Estimated flight times for these flights is 1 hour for data collection and 3 hours for transit. o Provide data from up to 4 flights over nearshore Cladophora areas at a distance of 400 miles or less from the Ann Arbor airport. Estimated flight times for these flights is 1 hour for data collection and 5 hours for transit. Ø These flights will be at variable altitude flying the government furnished hyperspectral instrument below cloud cover maintaining speed-over-ground at approximately 90 kts during data collection. Ø Hyperspectral Imaging System on aircraft o PIKA II Airborne Hyperspectral Imaging System § ELLIPSE-N-GPS/MU Ø Government Option for Additional one hundred (100) Flight Hours based on funding availability All items under this contract shall be FOB Destination and shall be delivered to the NOAA Great Lakes Environmental Research Laboratory (GLERL) located at 4840 South State Street, Ann Arbor, MI 48108. The Government is not aware of any other vendors that can provide this service while also meeting all of the requirements listed above. The intended procurement is for aerial flight data from the government provided Hyperspectral Imaging System. The Government intends to acquire under the guidelines of FAR Part 13, Simplified Acquisitions Procedures and FAR Part 12 Commercial Items. The Government intends to negotiate and issue a modification to purchase order WC-133R-18-SE-0894 with the only known source (Aerodata Inc.) under the authority of FAR 13.106-1(b)(1)(i). All proposals received prior to the proposals and there is no solicitation available at this time. The Government reserves the right to solicit quotes based on the receipt of affirmative responses to this notice or issue a modification to the original purchase order to Aerodata Inc. whichever is determined to be more advantageous to the Government without further notice. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to be considered, firms must furnish detailed information concerning their capability to provide the needed aerial data services. Interested firms should submit its name, address, point of contact, telephone number, and a brief statement regarding its capability to provide the aerial data services that provide the same form, fit and function as the aerial data services specified above. Any responses that provide for aerial data services other than that specified must be accompanied by descriptive literature and show it meets the same form, fit and function. Please include the name, telephone number, and point of contact for businesses or other Government agencies to which your company has previously provided the proposed aerial data services. Offerors may send their proposal via email only to james.d.moore@noaa.gov. The NAICS code for this requirement is 541360. All responsible sources may submit requested information which will be considered by the Agency. All contractors doing business with this Contracting Office (Eastern Region Acquisition - Kansas City Division) must be registered with the System for Award Management (SAM) website.
