- Page 2 of 2 The National Cemetery Administration is soliciting offers under solicitation number 36C78618R0426. This acquisition is 100% set aside for Service-Disabled Veteran-Owned Small Businesses. The NAICS Code is 237310 Highway, Street, and Bridge Construction; Size Standard is $36.5 Million. The Contractor shall furnish all labor, tools, materials, equipment, and materials testing to remove deficient/cracked existing concrete road pavement panels and replace with new at New Albany National Cemetery (See Figures 1-3 below). There is an approximate total of 4,335 sq. ft. of concrete paving that needs replaced (See Attachment 1 for panel locations). Note all work referenced to the statement of work is in estimated quantities. Any addition of deletion of work stated above will be priced using the Offeror s unit cost to support the final amount. The demolished concrete and existing road base material shall be removed from the site and properly disposed of. The new concrete paving shall have compacted in-place structural fill or new compacted structural fill. The pavement for the Cemetery Drive shall match the full depth of the existing concrete (See Attachment 2 for slab detail). Any concrete curb that is damaged or removed will be replaced with new. The new concrete curb shall match the grade and height of the existing remaining curb. Any sod/turf disturbed by construction activities must be replaced to its original condition. The composition of the grass species in the sod shall be Creeping Red Fescue (Festuca Rubra) and a Chewings Fescue Blend (Festuca Rubra ssp. Commutata). The period of performance shall be 30 calendar days from start through finish after Notice to Proceed has been issued. Performance shall be in accordance with the requirements, conditions, terms and representations contained in the solicitation. Location: New Albany National Cemetery 1943 Ekin Ave. National Cemetery Road New Albany, IN 47150 Project Magnitude: Between $25,000 and $100,000. There will be a site investigation; all prospective offerors are encouraged to attend. Details of the site investigation will be included in the solicitation package. Prospective offerors must be registered with the System for Award Management (SAM) website and complete representations and certifications at https://www.sam.gov. This acquisition is 100% set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). Only verified SDVOSB firms are eligible to submit an offer or receive an award of a VA contract that is set aside for SDVOSB in accordance with VAAR Part 819. A non-verified vendor that submits a bid or proposal will be rejected as non-responsive. To be eligible for award, the SDVOSB must be considered small under the relevant NAICS Code and must be registered and verified at https://www.vip.vetbiz.gov. Companies must have the Center for Verification and Evaluation (CVE) seal on their registration to be considered for an award; the VIP database will be checked both upon receipt of an offer and prior to award. This Pre-solicitation Notice is used for the publication of notice for a proposed acquisition. The Contract Specialist will not be able to answer any questions to this notice until a solicitation is issued. Once the solicitation is issued, interested parties must submit questions in accordance with the instructions listed in the solicitation. Questions will be answered through an amendment to the solicitation. The electronic solicitation will be available for download from http://www.fbo.gov on or about July 12, 2018. No paper copies will be issued. Offerors are responsible for obtaining any and all amendments or additional information at http://www.fbo.gov. Proposals are due at 2:00 P.M. ET on August 9, 2018.
