VHAPM Part 813.106 Page 1 of 2 DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($150K) Acquisition Plan Action ID: VA261-18-AP-7176 Contracting Activity: Department of Veterans Affairs, VISN 21, VA Southern Nevada Healthcare System, 6900 North Pecos Road, North Las Vegas, Nevada 89086. The acquisition number is 593-18-2-523-0100. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The supplies are plumbing devices that catch non-flushable items before they leave the toilet bowl to keep those items from entering into a facility s plumbing. The circumference of the device is adjustable, and is adjusted to the size of the entrance to the pipe that is just below the lowest point of the toilet bowl. Non-flushable items, such as body wipes or paper towels, can clog pipes and machinery and cause pipes to burst, toilets to overflow, or cause expensive mechanical breakdowns of water treatment equipment. This is an issue, and there have been multiple sewage backups at the VA facility where non-flushable items have caused the main waste line to become clogged. The estimated amount is $14,949.00. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: There is an unusual and compelling urgency to have the plumbing devices in place. Delay in award of this contract would result in serious financial and other injury to the Government. Without these devices, there would be additional sewage backups, additional property damage, additional emergency and overtime repair costs, and possibly, mold abatement costs. In addition, there would be a risk of people getting sick from harmful pathogenic microbials in the sewage and mold. This was the only item of this type that was found on the commercial marketplace. This justification for a single source award is pursuant to Federal Acquisition Regulation (FAR) 6.302-2 Unusual and Compelling Urgency. Description of market research conducted and results or statement why it was not conducted: Market research was conducted. A search for SDVOSBs and VOSBs was conducted on the VIP database, a search of the internet was conducted, and the procurement package was reviewed. No SDVOSBs or VOSBs or small businesses were found that would be able to provide the items. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b).
