Description
This is a notice issued on behalf of the National Institute of Health (NIH), Office of Acquisitions, Division of Occupational Health and Safety (DOHS), DHHS, UNITED STATES. This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. There is no solicitation available at this time. The purpose of this notice is to obtain information regarding: (1) the availability and capability of all qualified sources to monitor and service Instruments and Equipment. These services are commercially available ; (2) All small businesses to include: HUB Zone; Service-disabled, Veteran-owned; 8(a); Veteran-owned; Woman-owned; Small disadvantaged businesses; and (3) the size classification according to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your response to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. The NAICS for this requirement is 541990 - $14 Million. Attached to this Sources Sought is a draft Statement of Work. Responses must reference NIHOD201800028 and include the following: (1) Name and Address of the vendor, (2) Size and type of business (3) Point of contact with name, title, phone, fax and email, (4) DUNS number, (5) Vendor's capability statement (no more than 15 pages) addressing the draft Statement of Work. (6) List of organizations to whom the same or similar types of services have been previously provided to include contract number, dollar value, name, and the phone number of the Contracting Officer, (7) Applicable Product/services list. ALL INFORMATION SUBMITTED IN RESPONSE TO THIS ANNOUNCEMENT MUST BE RECEIVED ON OR BEFORE THE CLOSING DATE OF July 10, 2018 at 3 PM EST. Please submit Capability Statements through email ( brownant@mail.nih.gov ). All questions and/or comments must be in writing and emailed to Mr. Anthony R. Brown at brownant@mail.nih.gov. Comments and questions will NOT be answered, but will assist in creating a solicitation for this requirement. _________________ 1. The Period of Performance shall be one (1) year from the date of award plus four (4) Option years. 2. The Contractor shall provide monitoring, certification, preventive maintenance, repair, decontamination/neutralization and assembly/disassembly on the following types of equipment and containment system components at all Biosafety Levels up to and including Biosafety Levels 3 and 4 and Animal Biosafety Levels 3 and 4: - Class I Biological Safety Cabinets. - Class II, Type A Biological Safety Cabinets. - Class II, Type B Biological Safety Cabinets.-Class II, Type C Biological Safety Cabinets.-Class III Biological Safety Cabinets. - Air exhaust and supply plenum HEPA filters. - Autoclave vent/stack HEPA filters. - Other vent/stack/Building Services HEPA filters.-Vacuum line/centrifuge exhaust HEPA equivalent filters. - HEPA filtered vacuum cleaners - HEPA filtered powered exhaust units. - Chemical Fume Hoods. - Local Exhaust Systems (downdraft tables and sinks, slot hoods, misc. systems).-Laminar Flow Clean Benches.-Laminar Flow Patient Isolator HEPA filters.-HEPA filtered Animal Care Modules (including, but not limited to, animal racks and turbo Units).-Animal bedding changing stations 3. The Contractor shall perform annual certification for specified equipment which shall include all scheduled service requested by the Contracting Officer Technical Representative (COR). Annual certification for each piece of equipment shall be performed once each fiscal year and within one year of the previous certification. However, certifications associated with the Clinical Center Pharmacy and animal facility pharmacies shall be performed on a six (6) month basis. 4. The Contractor shall provide on-site supervision at the National Institutes of Health Bethesda, Maryland and the Baltimore/Washington area; the National Institutes of Health, Rocky Mountain Laboratories Hamilton, Montana; the Integrated Research Facility Frederick, MD; the NIH Animal Center, Poolesville, Maryland, and in future labs In select foreign countries (To Be Determined) to accomplish coordination and continuity of regular and emergency services and assignment of new work received from the project (COR). 5. The Contractor shall be responsible for scheduling annual certification and emergency work with the principal user with coordination through the (COR) regarding these services.6. The Contractor shall determine whether decontamination of equipment is necessary prior to commencement of work. 7. The Contractor's on-site supervisor shall be responsible for daily coordination with the (COR) to receive new work assignments, such as new equipment to be certified and rooms or equipment to be decontaminated 8. The Contractor shall obtain a completed Biological Safety Cabinet Use Record Form (format provided by the Project Officer) from the principal investigator before proceeding with any certification of a biological safety cabinet or service which may pose a potential risk to contractor or NIH personnel. The contractor shall attach completed forms to the Service Report form, or the contents of the form may be entered on the contractor's Service Report form. 9. Services shall be performed during normal working hours, 7:30 a.m. to 5:00 p.m. Monday through Friday, local time, excluding Federal holidays, except as specifically approved by the Project Officer. The on-site supervisor hours of service shall be from 8:30 a.m. to 5:00 p.m. Work may also, on occasion, be required outside of normal hours and on weekends to accommodate emergencies and high priority projects. 10. The Contractor shall conduct a monthly meeting with the Project Officer, no later than the Fifteenth (15th) of the following month, in which the Contractor shall provide a short written explanation of overdue equipment cited in the comments section of the Contractor's Service Report. Documentation to back-up the explanations shall be available to the Project Officer upon request. With the exception of the first month of the contract, the Contractor shall produce two (2) lists: - List of equipment which was due to be certified the previous month with last date of previous certification. - List of equipment which is to be certified for the current month with last date of certification. 11. The Contractor shall comply with the appropriate laboratory practices described in the following documents: - Bio-safety in Microbiological and Biomedical Laboratories, CDC-NIH, July, 2010 (or most current edition). - NIH Chemical Hygiene Plan, May, 2018 (or most current edition). 12. The Contractor shall provide full-time service personnel who have had training and experience in the maintenance, certification, and decontamination of the types of equipment and facilities as described herein at all Biosafety Levels up to and including Biosafety Levels 3 and 4 and Animal Biosafety Levels 3 and 4: 13. The Contractor shall provide a full-time, on-site supervisor for the NIH Bethesda, Maryland and Washington/Baltimore area locations. The supervisor shall be an NSF Accredited Biohazard Cabinet Field Certifier and any temporary or permanent substitution for the on-site supervisor shall meet the same requirement and shall require the approval of the (COR). 14. The Contractor shall provide a full-time, on-site supervisor for the Rocky Mountain Laboratories in Hamilton, Montana. The supervisor shall be an NSF Accredited Biohazard Cabinet Field Certifier and any temporary or permanent substitution for the on-site supervisor shall meet the same requirement and shall require the approval of the (COR).15.The Contractor shall provide a full-time, on-site supervisor for the Integrated Research Facility Frederick. The supervisor shall be an NSF Accredited Biohazard Cabinet Field Certifier and any temporary or permanent substitution for the on-site supervisor shall meet the same requirement and shall require the approval of the (COR).16. The Contractor shall provide a technician for future labs in select foreign countries (To Be Determined). The technician shall be an NSF Accredited Biohazard Cabinet Field Certifier and any temporary or permanent substitution shall meet the same requirement and shall require the approval of the (COR) R.17. The Contractor shall provide the following reports as required: •Daily Service Reports• HEPA Filtered Service Reports• Chemical Fume Hood and Local Exhaust System Service Reports• Monthly Data Entry Work Summary and Status Reports This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Information received will also be considered for the purpose of determining whether sufficient businesses within any of the socio-economic programs possess the capability to fulfill the Government's requirement and to ensure competition if a set-aside acquisition situation occurs. A determination by the Government not to compete this requirement as a set-aside based upon responses to this notice is solely within the discretion of the Government. Disclaimer and Important Notes.
