- Draft Statement of Work This is a Small Business Sources Sought Notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service- disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. The National Institutes of Health (NIH), National Library of Medicine (NLM) is conducting a market survey to help determine the availability and technical capability of qualified small businesses, veteran-owned small businesses and/or HUBZone small businesses capable of serving the needs identified below. This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for market research. OBJECTIVE The purpose of this task is to acquire support for the provision of biomedical and clinical information services to the public through training and outreach. The contractor will provide professional assistance, technical support, and evaluation consulting services to the National Library of Medicine (NLM) in designing, delivering, modifying, and evaluating training and end-user resources associated with the use of public health programs such as NLM Toxicology and Environmental Health Information Program (TEHIP), General Medical Health Information, K-12 Science Education, Disaster Preparedness, HIV/AIDS, and outreach to minority, underserved and specific populations. Additionally, the contractor will support the outreach activities of the Outreach and Special Populations Branch of the Specialized Information Services (SIS) division of NLM. PROJECT TASKS: Category 1: Outreach related to SIS/NLM programs and services (Public Health topics including HIV/AIDS, Disaster Preparedness, Environmental Health, Toxicology, Medical Health, Clinical Toxicology K-12 Science Education) tailored to specific populations. •The contractor will support NLM professional meetings by identifying new user groups, as well as develop and conduct orientation of NLM resources and services for these groups when appropriate. The contractor will gather input from the public, government agencies, and health-related organizations to better understand information needs of the end user. The contractor will produce and/or purchase promotional materials items for use at professional meetings and workshops. •Contractor will support NLM in the development of evaluation designs, analysis planning, analysis and summary of quantitative and qualitative data, and delivery of evaluation training to NLM staff members. In addition, the contractor will provide a comprehensive evaluation summary report of exhibit trainings and activities. •The contractor will assist SIS with outreach activities at professional society and scientific meetings by designing and developing materials to increase attendance to NLM exhibits during meetings and thus, inform attendees of NLM databases and resources. •Contractor shall manage all aspects of exhibit services for the Division of SIS/NLM. Once conference attendance is approved by HHS, NIH or NLM, as required, the contractor shall carry out these specific activities: •Coordinate all aspects of the SIS exhibit program. Book exhibits for approximately 32 conferences and trade show exhibits/year on behalf of NLM. •Manage all booth services and rentals, including booth rental, electricity, furniture and computer rentals, badge scanning capabilities, internet services, on-site labor, drayage, shipping, and maintenance of the booth. •Manage exhibit set-up and tear-down at each exhibit. If contracting staff are not in attendance, provide detailed instructions for SIS/NLM staff. •Provide contractor to staff the exhibit booth. •Manage payment for the exhibit costs with vendors and exhibit sponsors. •Design, develop and produce exhibit displays, posters, hand-outs, and educational/promotional materials tailored to specific audiences for various conference exhibits. •Manage NLM education/promotion materials inventory at the contractor-warehouse and distribute to exhibits. Ship, store and undertake quality control of all SIS/NLM exhibit displays. •Draft a recommended list of exhibits (up to 24 months) in advance of the upcoming fiscal year for consideration by NLM. •Submit reports on individual exhibits as well as an annual report in the NLM Exhibits Database providing metrics and insight on outreach efforts at conference and trade show exhibits for effective planning of future opportunities. The contractor shall carryout outreach projects that will increase the awareness and utilization of NLM resources and services for identified priority populations and design culturally specific materials tailored to meet the user needs. The contractor will conduct training workshops, and web-based presentations (webinars), staff exhibits at professional meetings and conferences for users to enhance NLMs work in collecting, organizing, and disseminating the information included in the databases. These activities require logistical support as well as reporting and analysis of outcomes. NLM will be responsible for obtaining any approvals required for these workshops, conferences, etc. Category 2: Training and Learning Management System support An overarching goal for NLM training efforts is to identify, evaluate, develop, tailor, and implement a training program and tools for NLM staff and partners to use when planning, developing, administering and evaluating training. Tools can be defined as methods, best practices, surveys, software, hardware, and skills development for staff conducting training. •The contractor will provide training and consultation for NLM staff in the use of best practices for training evaluation, instructional design, and development of training materials as NLM transitions from traditional classroom training to web-based and self-paced formats. •The contractor will provide technical assistance to NLM using qualified and experienced evaluators, health education specialists, subject matter experts, graphic artists, and instructional designers who are proficient with the NLM databases and resources to develop training, design education materials and to disseminate these resources through exhibits at national conferences, symposiums, workshops, trainings, and technical meetings. •The contractor will document the impact of training activities by providing evaluation reports and update future training courses as needed based on feedback from end users and evaluations. The contractor will provide a comprehensive executive summary report of all trainings and related activities. •The contractor will provide the Learning Management System (LMS), and provide end user technical support and multi-media expertise to develop and customize training using a variety of formats. •Technical assistance, evaluation related consultation services and support will include the transitioning of instructional training materials from classroom training to web-based or e-learning materials for all training programs. Some specific tasks include: oReview, edit and provide customization and branding for NLM training materials and ensure compliance with Section 508 for all online materials and resources. oImport identified training courses into the LMS and provide customization and branding of the LMS interface. oReview and update courses on a quarterly or annual basis. oDevelop training and support materials for NLM using best practices for synchronous and asynchronous instructional design and course development. oProvide assessment and support to enhance evaluation capacity, including evaluation framework, and organizational evaluation plan, development of guidelines/recommendations for strengthening and maintaining evaluation capacity. Category 3: Support for the Environmental Health Information Partnership (EnHIP) The Environmental Health Information Partnership (EnHIP) is a collaborative partnership between NLM and Historically Black Colleges and Universities (HBCUs), Predominately Black Institutions, Hispanic-Serving Institutions, Tribal Colleges and Universities, and Alaska Native-Serving Institutions. Through this partnership, NLM seeks to enhance the capacity of minority serving academic institutions to reduce health disparities through the access, use and delivery of environmental health information on campuses and in surrounding communities. •The contractor will develop and implement customized NLM training programs designed to meet the needs of minority-serving universities. These institutions need the most accurate and up-to-date information on health issues related to medical topics and on the adverse health effects of exposure to hazardous chemicals. •The contractor will develop and conduct skills-building webinars for EnHIP schools to assist with research projects, enhance their skills in accessing and searching NLM public health related resources and environmental health and toxicology databases which can be used for evidence-based research findings. •The contractor shall provide training and support materials as needed to researchers and scientists, health care professionals, college faculty staff and students at Historically Black Colleges and Universities (HBCUs) and Minority Education Institutions (MEIs) on public health related topics as well as toxicological and chemical safety information regarding exposure to hazardous substances, adverse health effects, and disaster preparedness. •The contractor will support the evaluation and outreach activities of the EnHIP by participating in the planning and implementation of research activities and scientific reviews as well as providing administrative support for the Partnership. The contractor will support meetings of the EnHIP representatives both at NLM and at the participating institutions' location. Anticipated Period of Performance The purchase order period of performance will be for one year from the date of award. The anticipated award date is expected to be on or around August 1, 2018. Other Important Considerations The proposed acquisition will be procured in accordance with the policies and procedures under FAR 13-Simplified Acquisition Procedures. All responsible sources may submit a capability statement which will be considered by the National Library of Medicine. Interested firms responding to this Sources Sought Notice must adhere to the following: (a) Provide a capability statement demonstrating relevant experience, skills and ability to fulfill the Government's requirements for the above. The capability statement should contain enough sufficient detail for the Government to make an informed decision regarding your capabilities; however, the statement should not exceed 10 pages. (b) The capability statement must identify the responder's: small business type and size; DUNS number; NAICS code; and technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses. (c) All capability statements must be submitted electronically no later than 12:00pm local prevailing time on July 5th, 2018. NLM requires capability statements to be submitted electronically through the NLM Electronic Contract Proposal System (eCPS) using the following link: https://ecps.nih.gov. For directions on using eCPS, go to https://ecps.nih.gov and click on "How to Submit." NOTE: To submit your electronic capability statement using eCPS, all offerors must have a valid NIH External Directory Account, which provides authentication and serves as a vehicle for secure transmission of documents and communication with the NLM. The NIH External Directory Account registration process may take up to 24 hours to become active. Submission of proposals by facsimile or e-mail is not accepted. Firms interested in responding to this notice must be able to provide the professional services required by NLM outlined in the attached draft Statement of Work. The offeror shall include all information necessary to document and/or support the qualification criteria in one clearly marked section of its proposal. All responses from responsible sources will be considered. Disclaimer and Important Notes: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation.
