All Governments responses are marked in BLUE text. All other terms/conditions of the solicitation remain unchanged. Lindi Sylvester Contracting Officer Page 5 of 5 Questions Session Amendment 0003 Why does the contractor have to hold a State of IL electrical license for a job in federal property? RESPONSE: The Illinois license provides knowledge of the minimum requirements to be followed on the site for electrical work. Can an electrical license in another state suffice or the electrical license of the primes electrical sub? RESPONSE: A license from another state is acceptable if there is reciprocity with the State of Illinois or if the issuing state licensing requirements are comparable or more stringent. To qualify the later, a copy of the licensing requirements for that state will need to be submitted. How many heat pumps does the VA intend to do on this contact since each size is line itemed out? RESPONSE: Refer to Section 3.0.A Scope of work in the Issued PWS How is the contractor supposed to provide the identities of the onsite tech before the job is awarded? Most of the time we hire once we get a project. RESPONSE: Please clarify which part of the PWS you are referring to. Will there be a staging area for the new heat pumps on site? RESPONSE: There will be no onsite staging area supplied, a placement for a trailer or conex for storage will be provided. Additionally, a placement for a job trailer can be coordinated with the COR. How is the contactor to be responsible for moving all items associated with changing out the heat pumps when there are no notes or plans? RESPONSE: That is why a site walk thru is highly encouraged. We need a performance schedule for the new heat pumps in order to price this project, please provide this. RESPONSE: Refer to the Heat Pump Matrix in the PWS (pages 8-10) Can some of the heat pumps be changed out during the day? RESPONSE: Refer to section 4.3 paragraph two (2) in the PWS for after normal working hours. It may become necessary to perform work during normal business hours (0700 1600) and it will be addressed on a case by case scenario as the schedule is developed. What work hours would the night shift have to work? RESPONSE: Refer to section 4.3 paragraph two (2) in the PWS for after normal working hours. The final schedule shall be coordinated with the COR since there are twenty-four seven (24/7) operations within the building. Are these vertical or horizontal heat pumps? RESPONSE: Refer to the Heat Pump Matrix in the PWS (pages 8-10) for the model numbers of the installed units. The current solicitation documents do not have above ceiling as-builts. We were unable to inspect all 153 heat pump locations. At the site visit we observed in certain locations that there were above ceiling utilities that would interfere or not allow removal and installation without temporarily or permanently relocating existing utilities. Utilities included sprinkler lines, fire alarm conduit, other low voltage conduit, and electrical lines. Please advise if the va would consider an allowance for relocation costs or if it will advise of another avenue to account for this necessary cost. RESPONSE: The Contractor should bid for what they recognize as worst case scenarios for removal and installation Please advise where to air mail or hand carry this proposal for turn in. Will there be a co or CS at Hines for turn in or will turn-in occur in Fredrick, MD 21703. Box 15 on the 1449 states delivery to Hines, but CO is out of state. The POC for turn-in if at Hines. Also pg 58 of 85 says that we are only to email to Cedric. Jackson@va.gov. Please advise. RESPONSE: all Quotes will be submitted in accordance with section E.2 quote submission: Quotes shall be submitted prior to the time specified in SF1449 block 8 to be considered for award, or SF30 block 11 for any extension issued via an amendment. The Quoter shall submit one PDF version of the quote to the Government. The quote shall be emailed to Cedric Jackson at cedric.jackson@va.gov and to Lindi Sylvester at lindi.sylvester@va.gov. No hard copies will be accepted or viewed. Quotes not submitted directly to the Contracting Specialist and Contracting Officer will not be considered. Quotes received after the due date/time will be considered late in accordance with FAR 52.212-1(f). Failure to provide any of the required Volumes as indicated below will result in immediate elimination of the quote from consideration. Section b states that "the contractor shall inspect and test the DDC wiring to each unit and replace as required all wiring from the nearest DDC hub to new unit. Should the contractor assume the replace 'as required' for all units for bid purposes. RESPONSE: Currently all units are active on the DDC system testing is a preventative measure. In most locations, the carpenters will need to demo / remove several ceiling tiles and all of the grid. Would VA desire the contractor to provide new wire grid for all new locations. RESPONSE: All existing materials are to be re-used unless damaged during removal/replacement at the contractor s expense. Is the VA asking for testing, adjusting, and balancing at the pump unit itself, or are you additionally asking for CFM air ratings at all diffuser locations. Contractor would need requirements at those areas. RESPONSE: The units are a direct replacement adjustments would be at the units. Please provide the minimum number of areas that the VA will allow us to work in at one time. RESPONSE: We have authorized 6-10 personnel on previous projects for PIV badging; it may be possible to work in areas within close proximity if the schedule is worked out for that unless they are in our secured areas which require a VA escort. Would HITC allow us to have an on-site trailer or will office space be provided. RESPONSE: There will be no onsite staging area supplied, a placement for a trailer or conex for storage will be provided. Additionally, a placement for a job trailer can be coordinated with the COR. Would the VA accept PPQ s that have been provided by the VA on the standard VA PPQ format that have been completed in the past 90 Days. Our VA Partners have received a flood of request due to MATOCS and we find it helpful for our CO and CORS to fill in the same template Sheet. RESPONSE: Please use the format provided in the solicitation, it allows for all participants to provide the exact format of information, and allows for fair evaluation of all Quoters participating.
