MIL 129 Compliance form to be signed and returned with offer Offer form with item purchase description Two orders for 1,200 each, going to Fort Benning GA 31905 5120-01-112-9528 UI: EA WRENCH, BOX DESCRIPTION In accordance with Society of Automotive Engineers Aerospace (SAE) Standard AS955, Metric Sockets, Wrenches, Hand Twelve Point, High Strength, Thin Wall dated 2012. Type II: Metric Box Wrenches, Double Head (12 Point) Class 1: 15 degree offset each end Style A: Regular length Wrench Openings: 19mm and 22mm Overall Length: 288.3mm Material: Steel Coating: Chrome EXCEPTION(S) TO TECHNICAL DOCUMENT Coatings: Shall be in accordance with SAE AS4984-2011; Coating Requirements for Aerospace Hand Tools. See attached for complete item purchase description Successful offeror must be currently active in the System for Award Management (SAM.gov). Award will be based on (1) Price, (2) Shipment Days (1) Price will be evaluated first and is most important. (2) Shipment is requested in 30 Days After Receipt of Order (DARO). Shipment is the second most important factor. In the case that one or more vendors are equal in price, award will be made to the best shipment time under the required 30 DARO. Based on the new non-manufacturer rule threshold, the Small Business Administration (SBA) has issued a final ruling that the non-manufacturer rule does not apply to small business set-aside contracts valued between $3,500 and $150,000. Meaning small business vendors are allowed to quote the product of a large business manufacturer for items set-aside falling between these thresholds. However, the offeror must supply an end product that is manufactured or produced in the United States or its outlying areas (IAW FAR 19.102 (f)(7)(ii)).
