- SYNOPSIS: This Sources Sought Announcement is to assist the Natick Soldier Research Development and Engineering Center (NSRDEC) to identify potential sources to provide a new Environmental Scanning Electron Microscope (ESEM). NAICS 541713 with a small business standard size of 1,000 employees. The Government requests that responses be submitted electronically to kimberly.b.pumyea.civ@mail.mil by July 12, 2018 by 5pm Eastern Time. SAM.gov Registration or Renewal: Any offeror that submits a proposal in response to this solicitation must be registered in the System for Award Management (SAM), in accordance with FAR Clause 52.232-33 and DFARS Clause and 252.204-7004 Alt A, prior to contract award. Registration information can be found at: https://www.sam.gov/portal/public/SAM. SAM registration has been taking up to two months so please start registration or renewal as soon as possible. Requirements: 1. General Requirements: The new Environmental Scanning Electron Microscope (ESEM) must have the following general requirements: a large sample chamber with the ability to accommodate several different sample heating, cooling, and tensile test sample stages in addition to a standard multi-sample holder stage. The instrument must be a Field Emission Gun electron beam source with battery or other electrical backup means to allow safe shutdown in the event of supplies electrical power failure. The instrument must have an infra-red chamber viewing camera system, a standard high vacuum Secondary Electron (Everhart-Thornley) detector, a low-vacuum Secondary Electron (LV SED) detector and Gaseous Secondary Electron (GSED) detector, a solid-state Backscattered Electron Detector (BSE), a Scanning Transmission Electron Detector (STEM). The instrument should have a solid-state Backscattered Electron Detector (BSE), and offer an electron beam acceleration of 0 volts to 30,000 volts with the ability to perform electron beam deceleration via a sample bias circuitry for the imaging of electron sensitive samples. The instrument must be equipped with a suitable fast beam blanker, an integrated current measurement, and a Keithley model 6485 Picoammeter or equivalent and user accessible X and Y scan control for connection to a Nabity Electron Lithography and Bruker Energy Dispersive X-ray Spectrometry 3rd party instruments to connect to the FE-ESEM. All necessary shipping, installation, and supporting equipment (electrical mains wiring; air compressor, filter, hose, and hose connections; water chiller (air cooled), hose, and hose connections; as examples) for operation shall be included. Once delivery and installation are completed the instrument functionality shall be demonstrated and On-site application training shall be provided (minimum of 2 days). 2. Specific Requirements: Large sample chamber, Infra-red chamber camera, operate in the vacuum modes of: High vacuum (greater than 6*10-4 Pascals), Low-vacuum (10 to 200 Pascals), and Environmental SEM mode (10 to 4000 Pascals) with either water vapor or an auxiliary gas. Must be a Field-Emission gun electron beam source with Ion Getter Pumps with battery backup should the main electrical power fail to allow for a safe shutdown. Operating accelerating voltage range of 0 volts to 30,000 volts with a sample bias to perform beam deceleration. The sample stage must be a 5-axes motorized (X-Y-Z-tilt-rotate) and come equipped with a sample heating stage (1000 degree C), cooling stage (-20 to 60 degree C range) and the required power supplies and temperature controllers. Must be able to use a Gatan Deban micro tensile stage configured for a FEI XL-30 ESEM. Must have user accessible X and Y scan control connections to allow control with user supplied Bruker EDS detector and Nabity Lithography systems. Must offer 1.0 nm resolution at 30kv in High Vacuum mode with a SED; 0.8 nm resolution in High Vacuum with STEM; 3.0 nm resolution in High Vacuum with Beam Deceleration and BSE. Must offer 1.5 nm resolution at 30kv in Low Vacuum mode with SED. Must offer 1.5 nm resolution at 30kv in Extended Vacuum (ESEM) mode with GSE. The instrument should be controlled from an MS-Windows 7 Pro graphical user interface computer running at a 1920 x 1200 screen resolution. The controller computer should be based on an Intel Xeon W3520 Processor/ 2.66 GHz 8 MB cache, 12 GB system memory, one 500 GB hard drive, one 16x DVD+/-RW drive, integrated FireWire and USB ports and a 1 Gb LAN network card as a minimum. The system should include a 24" LCD monitor, keyboard, optical mouse and a height-adjustable office desk. A USB manual user interface (for controlling magnification, contrast/brightness, beam shift and stigmators) and/or a Joystick (for control of stage movement) should be optionally available. The microscope controller is dedicated to its primary function, includes a DVD/RW and has a possibility to connect directly to a LAN. Optionally, a support computer can be connected for additional PC-type of functionality such as MS-Office software suite, firewall, anti-virus and other non-instrument software. Not responding to this Sources Sought Announcement does not preclude participation in any future RFP if any is issued. If a solicitation is released, it will be synopsized in the Federal Business Opportunities (FedBizOps) website. It is the responsibility of the potential responders to monitor this site for additional information pertaining to this subject. Interested parties are invited to submit a response to this Sources Sought Announcement. THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY This Sources Sought Announcement is issued solely for information and planning purposes and to identify interested sources. THIS IS NOT A SOLICITATION. No contract will be awarded from this announcement. This Sources Sought does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. It is subject to change and is not binding on the Government. Further, unsolicited proposals will not be accepted. Funding is not available at this time. The United States Army has not made a commitment to procure any of the services discussed, and release of this Sources Sought Announcement should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. Response to this Sources Sought Announcement is voluntary and no reimbursement will be made for any costs associated with providing information in response to this and any follow-on information requests. All submissions become Government property and will not be returned. RESPONSES: Interested parties are encouraged to submit a response to this Sources Sought Announcement with a white paper, not to exceed ten pages, with the following information: 1. A capability statement discussing: i. ability to provide qualified individuals to perform the services discussed; ii. current and past contracts with the US Government and Department of Defense agencies for similar requirements; and iii. any teaming/subcontracting arrangements and the division of labor among the Respondent and team members or subcontractors. 2.
