Attachment1 RFI Attachment2-MECs Request for Information (RFI) Robotic Arm General Information: This is an RFI as defined in FAR 15.201(e) to ascertain whether a commercial item exists that provides the capabilities described herein. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. All information received in response to this RFI will be treated as business confidential information. Nonetheless, submitters should properly mark their responses if the information is confidential. Responses to the RFI will not be returned. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expense associated with responding to this RFI. RFI Response and due date: 29 June 2018, 5PM Eastern time. Instructions to Responders: Responses from all capable and qualified sources are encouraged to respond to this request. White papers should adhere to the following formatting and outline instructions: 1. It is the responsibility of any potential offeror to monitor this site for the release of any solicitation or synopsis. Background/Overview: This robotic arm is being purchased for the Telemedicine and Advanced Technology Research Center (TATRC) at Ft. Detrick, MD. It will be used in the Operational T-Medicine Laboratory (OP-TMed Lab) that will provide an evaluation and integration location for medical equipment and systems used to improve health care provided to deployed medical units. The OP-TMed Lab allows clinical and technical specialists to resolve integration problems prior to deployment in an environment similar to that in which they will actually be used. This facility will provide the Services Medical Logistics (MedLog) Enterprise, located at Fort Detrick, a convenient, local site to display, demonstrate and trial new and emerging medical devices, especially those items intended to be used in the deployed environment. This procurement is for a commercial-off-the-shelf (COTS) robotic manipulator arm required for TATRC's MISL lab to establish a robotic manipulator testbed capability to support upcoming/future research efforts. This equipment will support an approved TATRC intramural research effort titled "Robotic Perception and Intelligence Systems for Combat Casualty Care." This project and the intended use of the robotic manipulator arm are described below: Recent advancements in vision-based human perception capabilities will be investigated by assessing the performance of these approaches under the challenging visual conditions that are representative of the CCC environment. The most promising vision-based perception approaches will be further designed and combined with force/torque sensing to create a robotic perception system that is capable of safe semi-autonomous physical contact with patients. This perception system, using multiple sensor modalities, will be designed as a modular capability and integrated with a COTS robotic manipulator to demonstrate execution of a representative CCC task on a human simulator (manikin). The proposed vision-guided robotic manipulator platform will provide a testbed for further research and design of methods for utilizing robotic manipulators to perform autonomous tasks relevant to CCC. TATRC requests a purchase for a UR5 robotic arm, manufactured by Universal Robotics. This is a "collaborative robot" manipulator arm that is designed to work alongside human operators. The defining feature of this class of robots is that they are designed to be inherently safe when working in close proximity to its human collaborators/ operators. These human-safe robots have integrated force sensing at the joints which allows the robot to quickly limit the torque applied to the joint when measured forces are greater than what is expected, e.g. during a collision. This six-jointed robotic arm is relatively low in weight at around 18kgs and can lift greater than 5kgs. The robot needs to be paired with the specified robotic gripper and force/torque sensor for the intend application. The robot also needs a mobile stand to ensure the robot is both stable during operation and maneuverable in the lab area while not in use. The system is also required to be compliant with DOD IA security. TATRC is seeking to purchase the UR5 manufactured by Universal Robot.
