Description
This is a combined synopsis/solicitation for commercial items/services are prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. • This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. • This solicitation AG-5680-S-18-0007 is being issued as a Request For Proposal (RFP). • This solicitation document with the incorporated provisions and documents are those in effect through Federal Acquisition Circular 2005-72. The Government anticipates awarding one Purchase Order to meet our on-going and evolving needs. The North American Industry Classification System (NAICS) Code for this requirement is 511210 - Software Publishers, the small business size standard is $38.5M. This effort is 100% Small Business Set-Aside. The awarded will be made to the offeror who can offer subscription services meeting all of the Requirements listed below. Offerors are required to be registered in Systems for Awards Management (SAM) to receive an award. The USDA Forest Service requires the use of Social Media Analytical services for the Northern Research Station's Research Social Scientists to support ongoing research from discovery to dissemination. The platform must be capable for actionable insights from unstructured data and include a repository of posts. The goal is to allow Forest Service researchers to have a better understanding of what interests our audience. Requirements of this effort must include: Data Requirements: • Access to real-time and historical "fire hose", not throttled, data from multiple social media and online sources o Real-time data refers to users' ability to monitor keywords/phrases from present onwards o Historical data refers to users' ability to monitory keywords/phrases from the past 3 years at minimum • Availability of relatively unprocessed data (exportable via API) from many sources (not just two or three) such as Facebook, Instagram, Twitter, Reddit, blogs, forums, comment and review sections, etc. that include the following data fields (at minimum): date/time stamp, user id, user location, text content. • Analytics of images (rather than related metadata, keywords, or hashtags) o Independent of dashboard image analytics, image analytic content should also be exportable via API   User Access Requirements: • Real-time and historical data must be unlimited to users • Users must be able to create and monitor results of searches and reports/dashboards, etc. • An Onboarding Period • Ongoing Support for a 1 year Subscription period • User Availability Requirements o At a minimum, 50 independent topical (opinion, or "buzz") o At a minimum, 25 independent Social Media Account o At a minimum, the USDA Forest Service visual Logo o At a minimum an allowance for 10 users to conduct searches Subscription Requirements: • Must be able to analyze social media by brand, product, campaign or topic • Must be able to able to reflect a change in public opinion over time with the use of historical data and analysis. Data Tracking Requirements: • Must allow users access to raw data for independent analysis from public facing social media • Must be able to report on the following social media sites, to include, at a minimum, Twitter, Facebook, Instagram, Flicker, and Reddit o This requirement includes the availability to track Comments Sections, Blogs, etc. • Must be able to accept imported documents for analysis • Users must be able to create and measure custom categories for reports • Must be able to track and evaluate content engagement, customer perceptions • Must be able to track participants by topic • Must be quickly researchable for multiple users for events, brands or topics • Must offer image analysis to include logo tracking and recognition • Threshold based Alert system for users • Image analytics independent of tag words o an analysis of what is in the image, independent of what is said Reporting Tools: • Must be able to offer visual reports of data to include images used • Key Performance Indicators form multiple data points must be easily accessible. • Must be able to represent and analyze multiple patters in one reporting document • Must allow for manipulation of news feeds (allowing for attention to the most relevant) • Must allow for users to take action on conversations in real time • Alert systems shall be configurable by user o Shall be sent in email as well as available in an instant access visual alert on the computer o Shall be available for one, or multiple users Support Requirements: • Security must be available for users to keep research information secured • A phase-in period of no less than 30 days within which there will be a focus on training the Forest Service researchers on the platform o To include lessons: - Examples and samples, best practices  - Data trend identification and analysis  - Creating, editing and displaying visual reports and analysis • Ongoing support to include o Support shall include, but not be limited to, assistance with:  Interfaces  Configuration and Comprehension o A general and standard Helpdesk available online for general troubleshooting o Live phone or chat support during normal business hours for general troubleshooting o Continued opportunities for  general User Training on the platform  Guides and lessons in Analysis  Development of communities of practice Additional Requirements: The system/platform/subscription must provide flexibility to allow additional investment by the Government in the future as necessary and must be able to stay updated topical within the realm of social media. The Government anticipates awarding one Purchase Order to meet our on-going and evolving needs. The North American Industry Classification System (NAICS) Code for this requirement is 511210 - Software Publishers, the small business size standard is $38.5M. Period of Performance (PoP) for the Purchase Order is contingent upon award date, it is the Government's intention to award a 1 year subscription. The specific PoP will be identified in the award. All proposals shall be sent via email to creittinger@fs.fed.us prior to the posted cutoff date of this notice.
