- This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 - Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Request for Quotation (RFQ) number is N66604-18-Q-2388. The Naval Undersea Warfare Center Division, Newport is seeking Firm Fixed Price (FFP) quotes for military grade RF switches, manufactured in accordance with the Government's specifications attached to this solicitation, as follows: CLIN# Description Quantity 0001 RF Switch, SPD IAW NUWCDIVNPT Drawing# 06829210 30 0002 RF Switch, SP3T, Low Frequency IAW NUWCDIVNPT Drawing# 06829211 3 This requirement is solicited as unrestricted under the North American Industry Classification System (NAICS) Code 335313, as concurred with by the NUWCDIVNPT Office of Small Business Programs (OSBP). The applicable size standard is 1,250 employees. Offerors shall include applicable shipping charges Free on Board (FOB) Destination, Newport, RI, and specify delivery time. Payment will be made via Wide Area Workflow (WAWF) only. In accordance with DFAR Clause 252.211-7003 the contractor shall provide a unique item identifier (UID) for all delivered items for which the Government's unit acquisition cost is $5,000.00 or more. If unit acquisition cost is $5,000.00 or more, payment via Wide Area Workflow (WAWF) applies. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95. FAR 52.212-1 "Instructions to Offerors-Commercial Items" and FAR 52.212-3 "Offeror Representations and Certifications Commercial Items" apply. FAR 52.212-4 "Contract Terms and Conditions-Commercial Items," 52.212-5 "Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items," 52.209-11 "Representation by Corporations Regarding Delinquent Tax also apply to this solicitation." DFARS 252.204-7008 " Compliance with Safeguarding Covered Defense Information Controls" and 252.204-7015 " Notice of Authorized Disclosure of Information for Litigation Support" apply to this solicitation. The following addenda or additional terms and conditions apply: Defense Priorities and Allocations System (DPAS) rating of DO-C9, and Electronic and Information Technology Accessibility Requirements do not apply to this requirement in accordance with FAR 39.204 (b). This requirement will be awarded to the offeror with the lowest price technically acceptable (LPTA) quote. In order to be determined technically acceptable: (1) the offeror must provide both types of RF Switches that meet the attached Government's specifications, and (2) the Government will consider past performance information in accordance with DFARS Provision 252.213-7000 where negative information within PPIRS-SR may render a quote being deemed technically unacceptable. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Distribution Statement D applies to the NUWCDIVNPT Drawings 06829210 and 06829211; if the offeror requires the drawings, a request must be submitted to Beata Jones (see contact information below) via e-mail from the POC listed in JCP, the Authorized Company Contact, as listed on the Joint Certification Program (JCP) website: https://public.logisticsinformationservice.dla.mil/jcp/search.aspx. Should the drawings be required, they will be sent via secure transmission. Offers must be submitted via email to beata.jones@navy.mil.
