- THIS IS NOT A REQUEST FOR QUOTE. THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD to Seismic Exchange, Inc, of Houston, TX for 2D seismic data. The Eastern Energy Resources Science Center, Alaska Petroleum Systems project requires the acquisition of digital, two-dimensional (2D), seismic reflection data from the Arctic Alaska Petroleum Province, which includes the Alaska North Slope and adjacent offshore areas. These seismic data are required to comply with Secretarial Order 3352 (SO-3352, signed May 31, 2017), which directs the USGS to conduct on an accelerated schedule updated assessments of undiscovered, conventionally recoverable oil and gas resources of the Arctic Alaska Petroleum Province, with an emphasis on Federal lands. The seismic data must be located onshore between 146.0 and 149.0 degrees west longitude. Data collected later than 1988 must be of not less than 96 fold geometry and data collected prior to 1988 must be of not less than 24 fold geometry. All data must have been collected with a vibroseis energy source and must be pre-stack time migrated data in sgy format, and complete navigation data must be provided. SEI is the only vendor that offers 2D seismic data in specific locations needed for the USGS to conduct an assessment as directed by SO-3352 The associated North American Industry Classification System (NAICS) Code is 541360 Geophysical Services, which has a size standard of $15 million. The statutory authority for this non-competitive action is Federal Acquisition Regulation (FAR) 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements per 10 U.S.C 2304(c)(1). This is a sole source notice published for informational purposes only and not a request for competitive quotes. Therefore, no solicitation document exists for this requirement. However, all responsible parties interested in responding to this notice are invited to submit a capability statement by the time and date specified in this notice that provides sufficient details for consideration by the Government, via email to: jriccomini@usgs.gov. The determination not to compete the contract based on the responses to this notice is solely within the discretion of the Government. Phone calls will not be accepted in response to this notice. All information submitted should support the offeror's capability to provide the items required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror's bona fide capability to provide these supplies/services. Verbal responses are not acceptable and will not be considered. The Government reserves the right to cancel this requirement.
