- This SSN/RFI is for planning and information purposes only and shall not be construed as a commitment or a promise of a contract by the Government. This is not a solicitation. This notice does not constitute an Invitation for Bid (IFB), Request for Quote (RFQ) or Request for Proposal (RFP), nor does it restrict the Government as to the ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. For the purpose of this acquisition, the NAICS code is 611512, Flight Training and the small business size standard is $27.5M. Information received in response to this notice will be used to further define the government's requirement and determine if two (2) or more capable small businesses respond with information sufficient to support a small business set-aside. We encourage all interested large and small businesses capable of satisfying the requirement in full to identify their capabilities in meeting the requirement. Information received as a result of this RFI will be used solely for market research purposes. The Government shall use this market research in determining the best method of procurement, which is part of the acquisition planning process. This RFI is for information purposes only and no award will result from the RFI. This RFI shall be open from June 26, 2018 through July 6, 2018. All responses are due not later than 4:00 PM CST, July 6, 2018. All responses shall be limited to email correspondence and limited to 10 pages, single spaced in Times New Roman 11 pt font. RESPONSE TO THIS RFI: In order to be considered responsive to this RFI, please provide a concise capability brief that includes: 1. Name of the firm, point of contact, phone number, email address, DUNS number, CAGE code, a statement regarding small business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) and the corresponding NAICS code. 2. Information in sufficient detail regarding previous experience (indicate whether as a prime contractor or subcontractor) on similar requirements (include size, scope, complexity, timeframe, government or commercial), especially any experience specifically qualifying united States Government (USG) aircraft crew. 3. Identify whether your firm is interested in competing for this requirement as a prime contractor or not and whether your firm is interested in providing S-70 simulation training only, S-70 Ground and flying training instruction only or both. Address any subcontracting, joint ventures or teaming arrangement you may use to perform the requirement to include possible "similarly situated entities" (same small business status) subcontractor(s). 4. Identify how the Government can best structure these contract requirements to facilitate competition by and among all business concerns. (Per training class Firm-Fixed Price, Per Student Firm-Fixed Price, etc.) 5. Describe the training facilities, simulation equipment, instructors and aircraft your firm and/or subcontractors or teaming partners possess that would enable you to provide the required services. The narrative shall draw direct correlations and relate directly to the requirement described herein, and shall directly demonstrate the interested contractor's capabilities to perform the effort herein through the examples of past experience provided. Failure to provide the information as requested by the due date will result in the Government's continuance of the acquisition planning phase, without giving consideration to the capabilities of the contractors who do not respond timely. NO PHONE CALLS PLEASE. ONLY RESPONSES VIA EMAIL SHALL BE ACCEPTED. SCOPE OF THE REQUIREMENT: 1.3.1. S-70 - Pilot and Special Mission Aviator Live Fire Qualification Training. The contractor shall provide all services necessary to qualify United States Government (USG) aircraft crew members to perform duties in the S-70 aircraft per Appendix 1. Aircrew members shall receive a graduation certificate upon successful course completion. 1.3.1.1. Pilot and SMA training consists of academics and flight training. This training shall include, Live Fire Gun deployment utilizing the M-240 during both single/formation flight under both day and night conditions. Night Vision Googles shall be used for all night training. 1.3.1.2. The contractor shall develop the training Plan of Instruction to meet the requirements outlined in Para. 1.3.1.1 and Attachment 1. 1.3.1.3. The contractor shall notify the Quality Assurance Evaluator (QAE) in the event a student fails to meet required standards or fails a flight evaluation. Minimum passing score for EOC Exam, for aircrew outlined in Appendix 1, is 85%. 1.3.1.4. Approximate training time for the S-70 Pilot/SMA course shall be 3-5 training days. Contractors may suggest alternative training solutions or training venues based on their technical approach. It shall be the offeror's responsibility to include all direct and indirect costs in their proposal when submitted. It shall be the offeror's responsibility to define their approach in accordance with the workload estimates listed in Attachment 3 to the PWS. 1.3.2. S-70 - Pilot and Special Mission Aviator Live Fire Currency Training. The contractor shall provide all services necessary to qualify United States Government (USG) aircraft crew members to perform duties in the S-70 aircraft per Appendix 2. 1.3.2.1. Pilot and SMA training consists of academics and flight training. This training shall include, Live Fire Gun deployment utilizing the M-240 during both single/formation flight under both day and night conditions. Night Vision Googles shall be used for all night training. 1.3.2.2. The contractor shall develop the training Plan of Instruction to meet the requirements outlined in Para. 1.3.1.1 and Attachment 2. 1.3.2.3. The contractor shall notify the Quality Assurance Evaluator (QAE) in the event a student fails to meet required standards or fails a flight evaluation. Minimum passing score for EOC Exam, for aircrew outlined in Appendix 1, is 85%. 1.3.2.4. Approximate training time for the S-70 Pilot/SMA course shall be 2-3 training days. Contractors may suggest alternative training solutions or training venues based on their technical approach. It shall be the offeror's responsibility to include all direct and indirect costs in their proposal when submitted. It shall be the offeror's responsibility to define their approach in accordance with the workload estimates listed in Attachment 2 to the PWS. 1.3.3. S-70 maintainer Maintenance Training. The contractor shall provide all services necessary to qualify USG aircraft maintenance personnel to perform duties in the S-70 aircraft per Appendix 2. Following course completion, technicians shall demonstrate an understanding of aircraft flight theory and systems' operations and perform basic maintenance functions. Maintenance personnel shall receive a graduation certificate upon successful course completion. 1.3.3.1. The contractor shall provide all services necessary to prepare USG maintenance personnel for field maintenance, launch, and recovery duties on the S-70 aircraft in accordance with Appendix 2. 1.3.3.2 The contractor shall develop the training Plan of Instruction to meet the requirements outlined in Para 1.3.2 and 1.3.2.1, Appendix 2, and provide a copy with their proposal. 1.3.3.3 The contractor shall notify the Quality Assurance Evaluator (QAE) in the event a student fails to meet required standards or fails an exam. Minimum passing score for EOC Exam, for maintenance personnel outlined in Appendix 2, is 85%. 1.3.3.4. Approximate training time for the S-70 maintenance course shall be 10 to 15 training days. Contractors may suggest alternative training solutions or training venues based on their technical approach. The proposed technical approach shall not exceed a maximum of 8 hours classroom time daily. It shall be the offeror's responsibility to include all direct and indirect costs in their proposal when submitted. It shall be the offeror's responsibility to define their approach in accordance with the workload estimates listed in Attachment 3 of the PWS. 1.3.4. S-70 SMA/Maintenance Familiarization Training The contractor shall provide all services necessary to instruct USG aircraft maintenance and Special Mission Aviator personnel on S-70 familiarization training per Appendix 3. Following course completion, technicians shall demonstrate an understanding of aircraft systems' operations and perform basic servicing functions. Maintenance personnel shall receive a graduation certificate upon successful course completion. 1.3.4.1. The contractor shall provide all services necessary to prepare USG maintenance and Special Mission Aviators personnel for field maintenance, systems servicing, chip detector inspection and cleaning on the S-70 aircraft in accordance with Appendix 3. 1.3.4.2 The contractor shall develop the training Plan of Instruction to meet the requirements outlined in Para 1.3.2 and 1.3.2.1, Appendix 2, and provide a copy with their proposal. 1.3.4.3 The contractor shall notify the Quality Assurance Evaluator (QAE) in the event a student fails to meet required standards or fails an exam. Minimum passing score for EOC Exam, for maintenance personnel outlined in Appendix 2, is 85%. 1.3.4.4. Approximate training time for the S-70 maintenance course shall be 3 to 5 training days. Contractors may suggest alternative training solutions or training venues based on their technical approach. The proposed technical approach shall not exceed a maximum of 8 hours classroom time daily. It shall be the offeror's responsibility to include all direct and indirect costs in their proposal when submitted. It shall be the offeror's responsibility to define their approach in accordance with the workload estimates listed in Attachment 3 of the PWS. 1.3.5. Tasks 1.3.5.1. Training provided at the contractor's facility: The contractor shall provide instruction, equipment (to include the aircraft) and classroom materials necessary to train deploying USG S-70 Aircrew and Maintenance personnel; including but not limited to the following: •All training be will conducted inside the contiguous United States (CONUS) •Provide course schedule to meet training requirements •Identify and schedule suitable facility for each course offering •Provide accountability for student attendees •Coordinate/schedule reception teams for each course offering •Meet programmed graduation dates •Provide option to extend training in one day increments, for some or all of the USG personnel to allow for delays due to maintenance or weather - training quality is paramount •Flight manuals, checklists, technical manuals, training aids, and instruction shall be in English •Ensure all translated materials are technically accurate •The contractor shall provide microphones and spare Night Vision Goggles (NVG) for student use - students will bring to training flight gear to include NVGs 1.3.6. Schedule: The contractor shall maintain a schedule of all training requirements/events. Contractor shall maintain close coordination with HQ AETC/A3Q to ensure proper training for aircraft crewmembers and maintenance personnel. 1.3.7. Program Efficiency: The contractor shall work in close coordination with the QAE to ensure aircrew and maintenance personnel are trained in accordance with the approved syllabi and courseware. Any suggestions for improvement and/or changes to contractor developed courseware shall be coordinated between the contractor and the HQ AETC/A3Q and approved by the contracting officer (CO). Any contractor or student recommendations for course modifications shall be directed to the AETC/A3QF. 1.3.8. Courseware: The contractor shall be responsible for providing each student copies (electronic and/or hard copy) of English language course training materials, including flight and maintenance manuals, flight and maintenance checklists, technical manuals, training aids, work cards, and examinations. Additionally, the contractor shall provide each student copies (electronic and/or hard copy) of aircraft manuals, checklists and courseware in the English language, which shall be retained by the student upon the completion of training. 1.3.9. Course Reports: Course completion reports shall be provided to HQ AETC/A3Q NLT seven (7) days after each class completion. The report shall include problem areas noted, course impact, remedy to issues noted, and student completion rates. The contractor shall provide the QAE and AETC/A3Q with a report of any student absence by approximately 1200 CST of the next training day following the absence. One electronic copy of each required document shall be provided in a compatible Microsoft Office format. (i.e., Word, Excel, Power Point). 1.4. General Information 1.4.1 Employees: The contractor shall retain sole administrative and supervisory responsibilities for all contractor personnel. Training for contractor employees shall be the responsibility of the contractor. The contractor shall employ professional, technically-qualified subject matter experts who possess the necessary experience, knowledge and skills to perform the tasks outlined. Assigned contractor personnel shall possess an in-depth knowledge of S-70 operations and demonstrate skills and expertise to meet all technical support requirements (i.e. gathering, assembling and analyzing facts, drawing conclusions, devising solutions to problems and identifying changes and trends and effective oral and written communications skills). In addition, the assigned contractor shall have instructors capable of working independently and with demonstrated knowledge of aircraft operations in desert, mountainous, urban, and high density altitude environments. Instructors hired after the contract award need the approval of the CO and A3Q. The Contractor shall forward to the CO all credentials on potential instructor candidate(s), a minimum of five (5) work days prior to the hiring of a potential instructor(s). The CO and AETC/A3Q will subjectively review and evaluate such resume for all new instructors. The CO will notify the contractor, prior to the contractor's identified hire date, of any potential instructor deemed unacceptable. 1.4.1.1. Contractor personnel shall show clear, continuous evidence of a professional work force. The contractor's personnel shall present a neat and well-groomed appearance, and exhibit professionalism. 1.4.2. Hours of Work: Contractors shall normally conduct training from Monday-Friday when training is in session. However, cancellation of planned training due to weather, maintenance problems, scheduling conflict, etc. may result in makeup training on Saturday. Training days do not include training delays or flight cancellations, so the contractor should plan their training weeks accordingly. The contractor's instructional hours shall not exceed 8 hours per day. 1.4.3. Safety: Safety of the students is critical. Portable aircraft fire extinguishers shall be serviceable and available. Personal Protective Equipment (i.e., safety goggles, hearing protection, gloves, and coveralls) shall be the responsibility of each student. Foreign object damage practices shall be evident. Aircraft ground points shall be available and in use. Training aircraft shall be airworthy. Airworthiness shall be defined in accordance with the applicable aviation authority (ICAO, FAA etc...) guidelines and in a condition for safe operation. 1.4.4. Insurance: The contractor and any subcontractor shall maintain a comprehensive, all-risk insurance policy. The policy shall provide for bodily injury and property damage liability used in connection with performing the contract. All insurance policies shall bear appropriate endorsement whereby the insurance carrier waives any right of subrogation acquired against the United States of America by reason of any payment under such policy, and such policy shall further provide that the Contracting Officer receives 30 days prior notice before cancellation of such policy or reduction of coverage there under can be effective. For all insurance policies, the contractor shall, upon notice of contract award and prior to the performance of this contract or 30 days prior to the expiration of insurance coverage, submit to the Contracting Officer either (a) a certified copy of the insurance policy actually procured and maintained, or (b) an insurance certificate issued by the insurance company verifying coverage in conformity with this contract. 1.4.4.1 Insurance Deductible: The contractor's certified flight instructors conducting dual instruction lessons with a student or check ride with a military flight instructor shall at all times be designated the Pilot in Command, and the Government will not assume any liability including, but not limited to the insurance deductible. 1.4.5. Quality Control: The contractor shall ensure services are performed in accordance with the standards established in this PWS and its Attachments. The contractor shall provide their written Quality Control Plan (QCP) to the Contracting Officer for use in the performance of the contract. Subsequent revisions of the contractor's QCP shall be coordinated with the Contracting Officer.
