Description
Sole Source Justification One Source/Brand Name 1. Intended use of the supply of service. DeepEX 2018 will be used for the design of temporary and permanent excavations, necessary in nearly all USACE civil works projects. In particular, the software program allows for the design of shoring and deformation analysis, particularly important when adjacent to buildings or critical infrastructure. 2. The critical or unique characteristics of the supply or service which are mandatory for the intended use. DeepEX is the only software in its category that can analyze a wall with limit-equilibrium or elastoplastic methods. This is necessary to evaluate the damage potential of adjacent buildings next to an excavation. The program assesses critical building element damage potential as negligible, slight, moderate, severe, or very severe. These capabilities will benefit the Los Angeles District in designing and minimizing or mitigating potential risks. The effect of this is increased design quality, streamlined construction project schedules, and lower potential for property damage and associated lawsuits. 3. Reason why only the selected "one source" or "brand name" can furnish the requirements to the exclusion of all other sources. DeepEX can integrate structural and geotechnical features in a user friendly manner, in which other software cannot. It allows for a quick evaluation of many alternatives that is beneficial given a limited timeframe for reviewing construction submittals. DeepEX is the only software that integrates damage potential for nearby buildings due to the excavation. 4. Is this a follow-on or upgrade to a previous purchase? If yes, provide the purchase order number. No 5. Describe efforts made to determine if other sources capable of satisfying the government's requirements exist: Several other software programs exist (such as SIGMA/W, PLAXIS, and FLAC) that can perform similar functions as DeepEX. However, these programs have a wide range of capabilities, while DeepEX has a more narrowed focus for temporary and permanent excavations. Given the narrowed focus, the program is much more user friendly and can be easily used during the construction phase of project. Other programs are typically meant for the design phase and cannot offer the same range of options, methods, and capabilities. 6. Basis for determination of a fair and reasonable price: A.
