Description
Sole Source Justification One Source/Brand Name 1. Intended use of the supply of service. The purchase of a software license for SoilVision SVOffice 5/GE will allow geotechnical engineers to perform advanced 3D finite element analysis. The software can perform complex staged construction cases that will inform geotechnical engineers with better knowledge during construction phase. The software will be used analyze contaminant transport through the subsurface conditions to understand environmental impact for remediation projects in highly urbanized areas. 2. The critical or unique characteristics of the supply or service which are mandatory for the intended use. The SVOffice 5/GE will introduce new geotechnical and geoenvironmental capabilities with refined stress deformation analysis and applying ground water contaminant flow into the analysis. The new analysis capabilities can be implemented during design and construction of district projects. The new analysis capabilities can be generated in 3 dimension that will resemble more closely to actual field conditions, in comparison to idealized sections from 2 dimensional analysis. Therefore, evaluation of earthen structures using SVOffice will provide more accurate results for better understanding of the district projects. 3. Reason why only the selected "one source" or "brand name" can furnish the requirements to the exclusion of all other sources. SoilVision SVOffice 5/GE is considered to be one of industry leading software program for 3 dimensional geotechnical finite element analysis. The software is capable of processing extremely large, complex 3 dimensional models which could be used to model districts extensive levee system and earthen dam structures. The 3 dimensional models can be generated using automated mesh system to enhance model stability and users can define slope failure planes to closely represent known field conditions. This capability is exclusive to SoilVision and no other competing product can replicate. Additionally, the 3 dimensional model can be coupled with advanced geo-environmental analysis by applying groundwater with waste water flow to replicate transportation of contaminants through seepage across the model which other software programs cannot. With waste water seepage analysis capability, Corps will be able to model more accurate representation of highly urbanized Los Angeles River. The software is often used by consultants and researchers. With the purchase of this software, the district geotechnical engineers will be able to interactively communicate with the outside industry by requesting the submittals to be in SVOffice file format. 4. Is this a follow-on or upgrade to a previous purchase? If yes, provide the purchase order number. No previous purchases are available. 5.Describe efforts made to determine if other sources capable of satisfying the government's requirements exist: The district acquired FLAC software program that could perform similar soil stress analysis. While FLAC has its own usefulness, it is not capable of generating 3 dimensional finite element analysis with geoenvironmental design parameters offered by SVOffice.
