- Description
- The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate a firm fixed price purchase order, on a sole source basis, with SPECS TII Inc.; 411 Cleveland St 290, Clearwater, FL 33755, for the purchase of a scanning probe microscopy (SPM) control system for NIST's Center for Nanoscale Science and Technology (CNST). The statutory authority for this sole source acquisition is FAR 13.106-1(b) by the authority of FAR Part 13 Simplified Acquisition Procedures. ***** Sole source determination is based on the need to acquire a SPM control system that has a LabVIEW realtime operating system, is compatible with the existing NIST LabVIEW software routines, and instrument resolution and noise that can be directly compared among measurements across the various microscopesystems. The SPM control system will be used for measuring the properties of new nanostructured materials, which is a critical part of the CNST mission. A versatile, sensitive, and easy to use SPM control system is required to characterize such new materials using NIST fabricated SPM instruments. To fulfill this requirement, NIST requires a SPM control system that has the capability to provide a high level of measurement capability, which is easy to use and customize for different measurement applications. This requires the system to be compatible with the existing Nanonis BP5 control system by SPECS on three other NIST owned of its SPECS SPM microscopes. SPECS TII Inc is the sole manufacturer and distributor of a product that meets these requirements. *****The North American Industry Classification System (NAICS) code for this acquisition is 334515 - Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals, with a small business size standard of 750 employees. *****A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. *****No solicitation package will be issued. This notice of intent is not a request for quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. Interested parties that believe they can satisfy the requirements listed above must identify their capability in writing before the response date of this notice. Only responses received by 1:00 p.m. Eastern Standard Time on July 11, 2018 will be considered by the government.
