- SOURCES SOUGHT ANNOUNCEMENT The Defense Information Systems Agency (DISA) is seeking sources for services for the Defense Red Switch Network (DRSN) Internet Protocol (IP) Transport in support of Risk Management Framework (RMF) Assessment & Authorization (A&A). CONTRACTING OFFICE ADDRESS: #2 DISA/ DITCO 2300 East Drive, Building 3600 Scott AFB, Illinois 62225-5406 INTRODUCTION: This is a SOURCES SOUGHT TECHNICAL DESCRIPTION to determine the availability and technical capability of HUBZone Firms to provide the required products and/or services. The Defense Information Systems Agency/IE31 is seeking information for potential sources for services required to support DRSN in Risk Management Framework (RMF) Assessment & Authorization (A&A). This service will assist DISA and the DRSN Program Office to obtain an Authority to Operate (ATO) for the new DRSN IP transport. It allows for the successful management and monitoring of IA and Assessment & Authorization activities, providing senior leaders and the PMO with the status and issues relating to DRSN TDM to IP Transition. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. CONTRACT/PROGRAM BACKGROUND: Contract Number: N/A Contract Type: N/A Incumbent and their size: N/A Method of previous acquisition: N/A REQUIRED CAPABILITIES: •a) The effort includes the application of the National Institute of Standards and Technology (NIST) Special Publication (SP) 800-53 Rev 4 Risk Management Framework to bring Assessment & Authorization (A&A) packages and supporting Body of Evidence current for Authorizing Official (AO) approval. Please detail your experience applying NIST SP 800-53 Rev 4 in similar environments detailing techniques/strategies used in the effort. •b) This requirement includes developing new A&A Network Operations Center (NOC) packages for Ft. Meade and Scott AFB using the NIST RMF Workflow/Xacta 2.0, the automated tool that is used to process ATO packages by the 25AF AO. Please describe your experience working with this tool to perform this type, or similar, of activity. •c) Developing new A&A Master Site Model A&A package to enable the 42 DRSN sites to apply hybrid and site-specific security controls as identified in the NIST SP 800-53 Rev 4 is required. Please provide details of your experience performing this, or similar, tasks in this environment. SPECIAL REQUIREMENTS •1. Must have Top Secret clearance. •2. Sensitive Compartmented Information (SCI) access eligibility for some personnel •3. Final IT-I (privileged level systems access) eligibility •4. Top Secret Facility Clearance (FCL) from the Defense Security Service (DSS) Facility Clearance Branch (FCB) at time of award •5. All personnel performing on or supporting this DISA effort shall be U.S. citizens SOURCES SOUGHT: #8 The anticipated North American Industry Classification System Code (NAICS) for this requirement is 541990, with the corresponding size standard of $ 15.0M. This Sources Sought Synopsis is requesting responses to the following criteria ONLY from small businesses that can provide the required services under the NAICS Code. To assist DISA in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein. You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement. In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications. Responses must demonstrate the company's ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14). SUBMISSION DETAILS: Responses should include: •1) Business name and address; •2) Name of company representative and their business title; •3) Type of Small Business; •4) CAGE Code; •5) Your contract vehicles that would be available to the Government for the procurement of the product and/or service, to include ENCORE III, SETI, General Service Administration (GSA): OASIS, ALLIANT, VETS, STARS II, NIH, NASA SEWP, Federal Supply Schedules (FSS) (including applicable SIN(s)), or any other Government Agency contract vehicle. Interested businesses should submit a brief capabilities statement package (no more than five pages) demonstrating ability to perform the services listed in this Technical Description. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All government and contractor personnel reviewing RFI responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified.
