Description
NASA/NSSC has a requirement for NIRQUEST512-2.5 Spectrometer and Accesories Characteristics, Scope, and Specs: Ocean Optics, Inc. is contracted to deliver NIRQUEST512-2.5 spectrometer and the accessories for the radiometric needs of the NASA PACE Ocean Color Instrument (OCI). The NIRQUEST512-2.5 spectrometer provides broadband spectral measurements in 900 - 2500 nm range, with 7 nm spectral resolution for 25 um slit. This uniquely small spectral resolution is meeting the radiometric requirements for monitoring the SWIR signal to noise ratio of various radiometric light sources for the NASA PACE Ocean Color Instrument. For this reason, the NIRQUEST512-2.5 spectrometer is currently the only commercially available portable spectrometer that meets the radiometric requirements of the NASA PACE Ocean Color Instrument, including the hardware and software compatibility with the Ocean Optics FX spectrometer for UV-VIS spectral range and data acquisition software, Labsphere radiometric setup, previously procured for the radiometric needs of PACE OCI. Contractor shall deliver the fully functional device to the GSFC. Objective/Requirements The requirement on the contractor is to deliver the fully functional NIRQUEST512-2.5 spectrometer and the accessories that meets the quoted specifications, within two weeks after the date of received purchase order. Deliverables or Delivery Schedule The product delivery is two weeks after the receiving the purchase order. One fully functional unit should be delivered to the GSFC. Shipping cost (if any) is will be responsibility of GSFC. Contractor shall provide the electronic manuals at the time of device delivery. The Government will inspect the delivered device for shipping damages, install and operate the device to verify that it operates within the quoted specs. The estimated period of performance or lead-time for delivery is two weeks. NASA/NSSC intends to issue a sole source contract to Ocean Optics, Inc. 8060 Bryan Dairy Rd Largo, Florida 33777-1441 under the authority of FAR 13.106-1(b)(1)(i). The market research conducted showed that there is no commercially available other portable, fiber coupled, broadband spectrometer, capable to integrate spectra in 10 microsecond range and simultaneously compatible with the existing Labsphere radiometric setup for NASA PACE Ocean Color NASA/NSSC will be the procuring center for this effort. Performance will be located NASA/Goddard Space Flight Center The Government intends to acquire commercial items and services using the provisions, clauses and procedures prescribed in FAR Part 12 and FAR Part 13. The NAICS Code for this procurement is 334516. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:00 p.m. Eastern Standard Time on July 12, 2018. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
