- DLA Aviation intends to solicit on a sole source basis under the authority of FAR 6.302-1 to the Boeing Company, CAGE 0PXV4, via a letter Request for Proposal (RFP). A copy of the solicitation will not be available via the DLABSM Internet Bid Board Systems (DIBBS) nor the Government-Wide Point of Entry (GPE) FedBizOpps. A copy of this solicitation may only be available to requesters by contacting the Point of Contract (POC) for this notice directly. The agency intends to award a subsumable contract in accordance with the general terms and conditions for the Boeing Captains of Industry (COI) SPRPA1-14-D-002U. The only approved source for this requirement is the Boeing Company, CAGE 0PXV4. This requirement is for all Sole Source Boeing NSNs, with the following AMC Codes: 3, 4, 5. Any responsible source, other than the approved source, who would like to submit a proposal for this requirement, must submit a complete Source Approval Request (SAR) package. I.Background To assist in increasing the speed of the procurement process for Sole Source Boeing NSNs, DLA Aviation will update and leverage the current Boeing Captains of Industry Contract (COI), contract number SPRPA1-14-D-002U, to include Sustainment - Support line(s) on the contract to allow for real-time access to the engineering expertise, technical data and understanding of the manufacturing processes offered by Boeing as the Original Equipment Manufacturer. OEM Engineering Expertise/knowledge is essential to successful supply support. II.Scope The acquisition strategy for the issues discussed in the Background section and throughout this document will be accomplished in a two-phased approach. Phase 1 and Phase 2 to be awarded separately, as detailed by the text below. Phase 1 Summary: •Provides engineering, tooling and sourcing review of an established parts list to be reviewed as part of the CLIN •Enables Boeing immediate action to address class 2 type changes without customer concurrence Phase 2 Summary: •Phase 2 scope is required for Boeing to receive customer concurrence with recommended path forward as described in phase 1 CDRL output •For identified "major" changes Boeing will notify customer of recommended change in CDRL from phase 1 •During phase 2 the customer will review recommended action to either approve or alter Boeing recommendation The contract is anticipated to be a Firm Fixed Price Contract, with a one-year base period and yearly option periods. The estimated solicitation issue date is July 10, 2018 with an estimated closing date of August 10, 2018.
