- This Sources Sought notice is for INFORMATION PURPOSES ONLY. This IS NOT A REQUEST for PROPOSALS, QUOTATIONS, or BIDS. Responses to this request will not be returned. Not responding to this sources sought does not preclude participation in any future solicitation. It is the intent of the Contracting Officer to use this information for market research purposes only. The survey is being conducted to determine the interest of industry within NAICS codes #336611, and establish that there are adequate Large and/or Small Business (HUBZONE, 8(a) or Service Disabled Veteran Owned Small Business) contractors capable of constructing a new, wicket lifting barge for the Olmsted Locks and Dam MEGA project in Olmsted, IL. The Government WILL NOT pay for the provision of any information, nor will it compensate any respondents for the development of any such information. If a formal solicitation is released, it will be via the Federal Business Opportunities (http://www.fbo.gov) website. The requirement is to acquire one welded steel deck barge to serve the U. S. Army Corps of Engineers, Louisville District. The barge will be used for wicket operations at the Olmsted Locks & Dam. The primary function of the wicket lifter barge will be to raise and lower wickets utilizing a crane which will be provided to the Contractor as Government Furnished Equipment (GFE) for installation on the barge. The barge shall be built to and classified by ABS. A detailed design for the barge will be provided as part of the forthcoming Solicitation. Principle Dimensions for the barge are as follows: LOA - 110'-6" Beam - 60'-0" Depth - 8'-6" The barge shall have a deckhouse with crew support area and generator room. The barge electrical system shall be supported by two generators rated at approximately 99kW each (~200kW total). Winches for barge positioning, anchoring, and wicket hoisting will be provided to the contractor as Government Furnished Equipment (GFE). Delivery will be to the Olmsted Lock and Dam (between Illinois and Kentucky ~17 miles upstream from the confluence of the Ohio and Mississippi Rivers). There will be Liquidated Damages associated with this procurement. Bonding will be required. Contractor is expected to deliver this requirement in approximately 300 days after notice to proceed (NTP). For this sources sought notice, the NAICS code is 336611 with a size standards of 1,000 employees. All interested business concerns for this requirement shall provide the following information when responding to this RFI: - Company name - DUNS number and CAGE Code - Type of business concern large business or small business (identify type of small business) - Years in business - Location of where the work would be performed - Acknowledgement of ability to bond - Statement of capability and qualifications of the organization to perform the requirement - List of similar projects within the past 10 years and services provided on those projects. Each submission shall not exceed three (3) pages total. All offerors must be registered in the System for Award Management (SAM) located at https://www.sam.gov at time of award.
