Place of Delivery/Performance: U.S. Army Research Laboratory 2800 Powder Mill Road Adelphi, MD 20783-1138 8. (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. INTENT TO SOLICIT ONLY ONE SOURCE The proposed contract action is for supplies or services for which the Government is soliciting and negotiating with only one source under the authority of FAR 13.106-1(b)(1)(i). The name of the company the Government intends to award a contract to is Bruker Nano, Inc at 3400 E Britannia Drive, Suite 150, Tucson, AZ 85706-5010, Cage Code: 3W727. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received prior to the closing date and time of this solicitation. (ii) The solicitation number is W911QX-18-Q-0043. This acquisition is issued as a Request for Quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-99, effective 15 June 2018. (iv) The associated NAICS code is 334516. The small business size standard is 1,000 employees. (v) The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): CLIN 0001: One (1) X-Ray Powder Diffractometer (vi) Description of requirements: The X-ray Diffractometer must meet the following minimum salient requirements: • Internal cooling unit only to enable operation in a dry room environment. • Bragg Brentano focusing geometry. • Achievable peak width must be less than or equal to 0.05 degrees two (2)-theta. • Instrument alignment must be or equal or better than plus or minus 0.02 degrees two (2)-theta over the whole angular range, based on certified instrument standard reference corundum material. • Easily moved from laboratory to laboratory locations for experimental flexibility. Weight less than 100 kg, no need for external water, compressed air, or non-standard power. • 1 D Detector energy resolution less than 380 electron volt (eV) using Copper (Cu) K alpha radiation • System capable of removing sample fluorescence common to Li-ion battery materials, Iron (100% removed), Cobalt (100% removed), Mn (100% removed), Ni (80% removed)) without using a secondary monochromator. • The goniometer shall be theta-theta geometry to hold samples horizontal throughout the scan to enable measurement of loose powders without the risk of sample spillage. (vii) Delivery is required within four (4) months of contract award. Delivery shall be made to U.S. Army Research Laboratory, 2800 Powder Mill Road, Adelphi, MD 20783-1138. Acceptance shall be performed at delivery location. The FOB point is destination. (viii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The following addenda have been attached to this provision: NONE. (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition.
