Description

The National Cemetery Administration is soliciting offers under solicitation number 36C78618R0425. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is issued as a Request for Proposal (RFP) and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-99. This combined synopsis/solicitation for commercial items is in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures. This acquisition is 100% set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The NAICS Code is 238190, Other Foundation, Structure, and Building Exterior Contractors; with a size standard of $15 million. The Contractor shall furnish all labor, materials, equipment, and supplies necessary to perform the work to supply and install a fixed roof access ladder with a safety cage and walk-through handrail on each of the following buildings at the Maintenance Complex at the Riverside National Cemetery: B3001 & B3004 are 14 feet high and B3003 & B3007 are 18 feet. The contractor shall complete the work required in accordance with the solicitation, Statement of Work, required permits, drawings, terms and conditions. Completion shall be within Thirty (30) calendar days upon issuance of the Notice to Proceed. Location: Riverside National Cemetery 22495 Van Buren Blvd. Riverside, CA 92518 Prospective SDVOSBs must be registered with the System for Award Management (SAM) website and complete representations and certifications at https://www.sam.gov. At the time of proposal submission, prospective SDVOSBs must be registered and verified at https://www.vip.vetbiz.gov. Companies must have the Center for Verification and Evaluation (CVE) seal on their registration to be considered for an award; the VIP database will be checked both upon receipt of an offer and prior to award. The following factors will be used to evaluate offers: Factor 1. Past Performance The offeror shall provide Past Performance for (3) projects that are equal in size and complexity to the Statement of Work. The point of contact name, email address and phone number shall be included. Submit CPARS evaluations (final or interim) and/or Past Performance Questionnaires (PPQ). A PPQ should only be submitted if no CPARS exists. Past Performance will be rated on an acceptable or unacceptable basis. Factor 2. Price Offerors total pricing will be reviewed for reasonableness and realism. The Government may use various price analysis techniques and procedures to ensure a fair and reasonable price. BASIS OF AWARD: Award will be made to the lowest priced, responsible offeror whose offer conforming to this solicitation is most advantageous to the Government. The government intends to award without discussions, however; the Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. SUBMISSION OF PROPOSALS: Questions regarding this combined synopsis/solicitation must be sent to the Contracting Officer by email only at david.dixon2@va.gov no later than 2:00 PM ET, July 6, 2018. Telephone inquiries will not be accepted. Contractors are responsible for obtaining acknowledging any and all amendments or additional information at http://www.fbo.gov. Responses are due at 2:00 P.M. ET on July 11, 2018. Offers must be submitted on company letterhead. Commercial format is encouraged.
