Description

This is a Sources Sought (pre-solicitation) for the purposes of determining if there are qualified businesses of any size, e.g. SDVOSB, VOSB, WOSB, SB, Large, etc., that have the experience and interest in executing the requirement stated herein. The place of performance is the Dallas-Fort Worth National Cemetery, Dallas, Texas. The Contractor shall furnish labor, supervision, quality control, transportation, parts, materials, equipment, supplies, necessary or incidental to remove, raise, realign, reset, and clean designated upright headstones; and to renovate turf in designated burial sections. The overall duration of this project will be 120 days. This announcement is for Market Research/Pre-Solicitation Notice purposes only as the issuance of a formal Request for Proposal will be subsequently issued within several months. Proposals will not be accepted at this time. Any issued Request for Proposal may actually be issued under another proposal number due to procurement system limitations. A formal Capability Statement or firm s Resume shall identify comparable experience. A general synopsis of NAICS codes and generic information is inadequate for purposes of assessing qualifications. Identification of a project by Title Only is insufficient and does not provide the Government with assurances that the titled work effort is comparable. Execution dates of any identified projects is also required. The Government generally requires the following qualifications, which may CHANGE upon issuance of any solicitation: 1 - Prime contractor or teaming partner has executed a minimum of three comparable projects within the most recent five years (scope/work effort that covers the full range of required tasks and work volume) 2 -   Prime contractor or teaming partner Contractor Supervisor must have not less than five (5) years of experience (most recent preferred) as a direct supervisor of grounds maintenance operations that included mowing, trimming, edging, and cleanup in industrial, commercial or public sites. An identification of relative line item requirements, from a service standpoint, is as follows: Date of award through 120 Days CLIN No. Description: Grounds Maintenance Services Quantity Unit 0001 Raise/lower, realign, level, backfill upright granite headstones in Section 106. Includes surveying and installation. 1,406 EA 0002 Level topsoil surface, renovate and re-establish turf grass stand in Section 106. 52,835 SF 0003 Clean upright granite headstones 1,406 EA Action Required By Interested Offerors in Response to this Sources Sought Notice: Interested Offerors shall provide a Capability Statement clearly demonstrating the company s expertise performing the services & supplies described above as well as a list of recent projects, ongoing or completed, of a similar nature to demonstrate the company s ability to perform such services.
