- This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101, requiring the dissemination of information for proposed contract actions. This is a notice of intent to award a sole source contract and is not a request for competitive proposals. The statutory authority for this sole source procurement is prescribed by FAR 6.302-1(ii). The Coast Guard R&D Center has been tasked with researching unmanned technologies both for their application to Arctic missions. As part of this work the RDC has acquired a Teledyne Seabotix vLBV300 to conduct underwater research and development work. This acquisition is for components to upgrade the capabilities of this ROV to support the wide range of sub surface activities planned for research and development projects. This acquisition will allow the RDC to support a wide array of underwater testing as well as monitor the underwater operations in an Arctic environment. The upgraded ROV capabilities are required for the Arctic Technology Evaluation in accordance with approved RDC. This acquisition is for components to upgrade the capabilities of existing government owned equipment. The equipment must be correctly integrated onto the ROV to ensure proper function. All of the equipment requires power from the ROV and the power requirements must be compatible. The control of the equipment must also be seemly integrated into the existing government owned equipment. The new components must be capable of being controlled by the existing software and control console. Only the original equipment manufacturer has proprietary information for correct integration interfaces to power, control, and operate the required additional equipment. Market research conducted and it was determined that only Teledyne is capable of providing the equipment to meet the RDC's requirements. Teledyne Seabotix has developed this equipment independently and has secured the patent rights in the process of developing this unique ROV. No other manufacturer has the capability to develop the equipment to properly interface with the existing government owned ROV. The details of the existing government owned ROV is proprietary information owned by the original equipment manufacturer. The government does not own the design rights for the ROV, only the ROV itself. The government intends to issue a sole source contract to Teledyne Instruments, Inc. of San Diego, CA, for components to upgrade the capabilities of existing government owned equipment. The government believes that Teledyne Instruments, Inc. is the only source capable of providing the components to upgrade the capabilities of existing government owned equipment and that no similar product exists that will satisfy the requirement. Any other firm desiring consideration must fully demonstrate its capability, in writing, to provide the required items, no later than June 26, 2018 by 12:00 PM, EST. Respondents are advised that the United States (U.S) Government will not pay for any information or administrative cost incurred in response to this notice. All costs associated with responding to this notice will be solely at the responding party's expense. This notice is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government.
