- This is a Request for Quotations for a construction project to provide ABA compliant improvements to the areas adjacent to the Loop A and Loop B comfort stations (restroom buildings) at the Hoh Campground, and the Loop A-B comfort station at the Mora Campground, within Olympic National Park, WA. Also included is providing ABA compliant improvements to five campsites at the Hoh Campground (Loop A campsites are #1 and #38, Loop B campsite is #42, and Loop C campsites are #70 and #72). Additionally, contractor will construct a concrete foundation, footing, and floor slab for an ABA compliant family restroom structure at each of the three comfort stations, including excavation and grading required to accomplish these improvements. The project also includes removal of concrete and asphalt paved areas, site clearing, placement and grading of crushed rock base material, construction of concrete and asphalt paved areas, construction of compacted crushed rock campsites areas, installation of pressure treated log bollards at the five campsites (the bollards are an optional item), placement and grading of salvaged topsoil in disturbed areas, and broadcasting of grass seed in areas where topsoil has been placed and ground has been disturbed. The basic requirement includes everything as described, except the bollards, which are included as an optional line item (refer to Section B.1 of Attachment no. 3). Paper copies of the solicitation will not be issued and telephone requests, email requests, or fax requests for the solicitation will not be accepted. An organized site visit has been scheduled for Tuesday, July 17, 2018 at 11am (PST). Interested contractors shall meet at the Hoh Rain Forest Visitor Center, 18113 Upper Hoh Road, Forks, WA 98331. The visitor center is approx. 30 miles from Forks, WA. The group will meet at the front entrance area of the Hoh Visitor Center, and then take a short walk to the Hoh Campground. The second location of work, the Mora Campground, requires approximately an hour's drive, and the secondary site walk will occur at the Mora Campground. Park at the Mora Amphitheater parking area. Plan at least 30 minutes up to an hour at each site walk. Weather can change in summer months, so be prepared for inclement weather, and we always encourage packing your own water and sunscreen. Attendance at the site visit is strongly encouraged, but not mandatory. Olympic National Park's on-line maps are available at https://www.nps.gov/olym/planyourvisit/maps.htm. Also, searching in a map App by "Hoh Campground" and "Mora Campground" should provide basic directions from any location. Refer to L.3 of Attachment 3, Terms and Conditions, for full site visit details and instructions. PERIOD OF PERFORMANCE for this project is approx. 90 calendar days. The government anticipates making award the week of August 6th, and conducting the Pre-Construction Meeting as soon as can be scheduled (upon receipt of the awarded contractor's bonds and certification of liability insurance), anticipating the pre-construction meeting can occur either in person or by teleconference the week of August 13th, 20th, or 27th. The government does not expect work to begin in August 2018, however, if it can be scheduled to start in August that would be beneficial for optimum weather late summer on the Olympic Peninsula. Ideally, work would start the week of August 20th or 27th, but if that's not possible, the government would like work to start as soon as possible after the Labor Day holiday, the week of September 3rd. Contractor will have through end of November 2018 for completion. OTHER INFO. All work will be performed under a single contract. This project is being solicited and awarded as a total (100%) Woman Owned Small Business (WOSB) Set-Aside in accordance with Federal Acquisition Regulation (FAR) Subpart 19.15. The NAICS code is 237110, Water and Sewer Line and Related Structures Construction, with an associate small business size standard of $36.5 million. In accordance with Federal Acquisition Regulation (FAR) Subpart 36.204, the magnitude of construction for this project is between $100,000 and $250,000. This magnitude is set by law. Offerors are advised that the Government's estimated magnitude is between $150,000 and $200,000. It is the responsibility of the quoters to monitor the FBO website to download all amendments and attachments which may also be issued against the solicitation prior to the solicitation's closing date.
