Amendment 00001 The purpose of this amendment is to: Provide answers to all contractor questions received resulting from the site visit. Provide an updated Performance Work Statement which changes the description from Statement of Work (SOW) to Performance Work Statement (PWS) Update the Past Performance Evaluation Criteria to add the requirement to demonstrate their familiarity with the installation, operation, functions and capabilities of the Lakewood Instruments Model 1575e Water Treatment System Conductivity Controller in addition to commercial cooling tower maintenance within the 400-ton range. Extended the Offer due date to no later than 10 July 2018 at 7:00 AM EST. This is a combined synopsis/solicitation RFQ 3610E18Q0177 for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Government intends to issue one Firm Fixed Price Purchase Orders for the below line items to the responsible contractor whose quote, conforming to the solicitation, is considered the Best Value offer. Award will be made on an all or none basis. A quotation is not an offer and, consequently, cannot be accepted by the Government to form a binding contract. Therefore, issuance by the Government of an order in response to a supplier s quotation does not establish a contract. The order is an offer by the Government to the supplier to buy certain supplies or services upon specified terms and conditions. A contract is established when the supplier accepts the offer. The solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-97. This requirement is a Total Veteran Owned Small Business (VOSB) Set-aside in accordance with Public Law 109-461, Veterans First Program. Only offers from VOSB concerns that are registered and verified in the Center for Verification and Evaluation (CVE) Vendor Information Pages (VIP) website at https://www.vip.vetbiz.gov/ at the time date set for receipt of offers shall be considered for award. Offers from VOSB concerns that are not registered shall be rejected as non-responsive and shall not be considered for award. The applicable NAICS Code is 238220 Plumbing, Heating, and Air-Conditioning Contractors and has a small business size standard of $15M. Any offeror who does not meet the size standards for this NAICS code shall be rejected as non-responsive and shall not be considered for award. Quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. **A site visit is scheduled for 1:00 PM EST on 14 June 2018 at the St. Petersburg VBA Regional Office, 9500 Bay Pines BLVD, St. Petersburg Fl. 33708. Quantity: 12 Unit of Measure: Month Monthly Price $__________ ___________ Total Yearly Price $_________________________ (Shall equal Monthly price multiplied by 12) Description of Requirement The St Petersburg VA Regional Office (VARO) requires the development and implementation of a water treatment program for the HVAC cooling system at the St Petersburg VA Reginal Office (VARO), St Petersburg, FL as well as the development and execution of a complete service and maintenance program for the two cooling towers located at the VARO. The contractor will provide all tools, labor, certified technicians, transportation, parts and materials, chemicals, and associated equipment and supplies necessary to execute the requirements of this contract. The contractor must be able to deliver and apply all necessary chemistry; provide all of the necessary laboratory services for: Legionella testing, corrosion test strip evaluations, atomic analysis, metallographic analysis, X-Ray Powder Diffraction and X- Ray Fluorescence Spectroscopy, perform Taylor Technologies Titration Reagents (Calcium, Chloride, Hardness- High and Low Range, Nitrite, P, M and OH Alkalinity, Sulfite, Organophosphate) and check conductivity for TDS. It is the contractors responsibility to ensure both cooling towers are maintained IAW manufacturers O&M manual and this Performance Work Statement (PWS)as well as ensuring the contractor developed water treatment protocol is administered ensuring corrosion of the cooling towers is managed optimally to include the management and prevention of the Legionella bacteria. The objective of the cooling tower maintenance program is to ensure the cooling towers are maintained IAW manufactures (EVAPCO) standards to include: Enhancing the overall plant reliability, availability and performance of the system. Reducing or eliminating functional-failures of production-related equipment (fans, motors, belts, etc.). Reduce outage to outage Unplanned Capacity Load Factor, UCLF contributions. Achieve optimal Operating and Maintenance costs. Provide a safe working environment for both plant and personnel. Reduce negative effects on the environment as a result of component failure.
